Statement of Work
1.0 Background
This requirement is to obtain a secure law enforcement training facility where HSI Agents can shoot on an as needed basis. The facility shall be within a 40-mile radius of Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI), Special Agent in Charge, Baltimore Office, 40 S. Gay Street, Baltimore, MD 21202. The facility must be able to accommodate up to 120 ICE agents per quarter. Flexibility in scheduling, canceling and rescheduling is important due to the nature of investigative work. Agents may be required to respond to a case resulting in a last-minute cancellation of training as well as the need to reschedule within that quarter.
2.0 Objective
To provide a secure private facility to conduct law enforcement firearms training/shooting qualifications and practice.
3.0 Scope
The contractor shall provide a private secure indoor firearms rage facility that satisfies ICE training needs in firearms qualifications, mandated Advanced Firearms Training Exercises (AFTE) and special Response Team (SRT) training when officers are conducting firearms training as scheduled within the designated days and hours needed. Scheduling needs to be available 24hours/7days a week availability. The actual days needed for training will be mutually agreed upon after award.
4.0 Requirements
a. The facility shall be within a 40-mile radius of Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI), Special Agent in Charge, Baltimore Office, 40 S. Gay Street, Baltimore, MD 21202.
b. The facility must be able to accommodate up to 120 ICE agents per quarter.
c. Flexibility in scheduling, canceling and rescheduling is important due to the nature of investigative work. Agents may be required to respond to a case resulting in a last-minute cancellation of training as well as the need to reschedule within that quarter.
d. Contractor must pass a site inspection before eligible for award. Site Inspection will include a determination of safety by the ICE Firearms Instructor or designated official.
e. Business Hours: Training/Qualifications shall be available in inclement weather with 24 hours/7days a week availability provided facility is accessible.
f. Training Session: Defined as a day totaling four (4) consecutive hours per day/session, from 10:00am to 2:00pm. Training sessions will occur three (3) days per month. Training sessions, however, will vary in length depending on scheduled training.
g. The ICE office requires any reserved range time be only shared with other law enforcement officers and not the general public.
h. The facility will provide 72 hours’ notice if a scheduled training session is to be cancelled.
i. Facility shall have a firearms cleaning room and a clearing area and/or clearing barrel.
j. Facility shall have a classroom capable of seating up to 20 individuals, with computer and projector for showing power point presentations and a TV/Monitor with DVD player.
k. Facility shall have a minimum of twelve 100-yard firing lanes capable of sustaining .223 cal burst fire rifle, shotgun, and handgun usage with lead-based ammunition.
l. Facility shall allow students to move between firing positions, drawing from the holster, firing while moving and rapid firing during training.
m. The facility shall have individual shooter booths constructed with ballistic panels for shooter safety and barricades as required for portions of the qualification courses.
n. Firing lanes shall utilize an automated target control system allowing the instructor program distance, moving, retrieval and timing with the entire range or each shooting stall independently. If available, instructors shall have access to target turning systems to enforce mandated qualification time standards and preserve the integrity of the timed qualifications.
o. The facility shall have range lighting control which allows the instructor to reduce lighting on the range for low light qualification purposes as well as the ability to turn on strobe lighting and siren.
p. Ability to provide a secured and alarmed storage area for ICE training supplies to include but not limited to targets, cardboard backers, ear protection and weapon maintenance equipment.
q. Unless the facility requires ICE to leave its expended brass on-site, the facility will allow ICE to maintain a 55-gallon drum for brass storage and recycling as per ICE Policy guidelines.
r. Facility shall not require the signing of a “Hold Harmless Agreement”.
5.0 Period of Performance
The period of performance shall be from September 28, 2024 – September 27, 2025 plus four
(4) 12-month option periods, with a final end date of September 27, 2029.
6.0 Performance Standards
a. The only range officer/instructor will be an ICE federal employee who is trained by ICE.
b. Officers must be able to arrive and depart the range with duty weapons loaded and ready for use.
c. Scenarios/training sessions to be run by an ICE federal employee who is trained by ICE.
7.0 Quality Assurance
Site visits by ICE personnel will be conducted to verify facility can accommodate ICE training requirements and verify that the facility meets the requirements of the SOW.
