Combined Synopsis/Solicitation Firing Range Use
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, under the authority of FAR Part 13 – Simplified Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solicitation number 192124VBA0000393 shall be used to reference any written quote provided under this request for quote for Firing Range Use. The resultant contract will be a firm-fixed price purchase order.
This solicitation document and incorporated provisions and clauses those in effect through Federal Acquisition Circular 2024-05 effective 05/22/2024.
This acquisition is open to all small businesses and is issued under The North American Industry Classification System (NAICS) code 713990 All Other Amusement and Recreation Industries.
The size standard is $9 million. This proposed acquisition is unrestricted.
Description:
The purpose of this combined synopsis and solicitation is to provide DHS/ICE Homeland Security Investigations (HSI) Baltimore, Firing Range Use.
Refer to Attachment 2- SOW for detailed requirements.

Basis for Award:
The Government will make a single award to the responsible contractor on the basis of lowest price technically acceptable (LPTA). The Government will evaluate the lowest priced quote, including all options, and if technically acceptable, evaluations will cease, and award will be made. If the quote is not technically acceptable, the next lowest quote will be evaluated, and so forth. The Government reserves the right not to make award.
Quotes will be evaluated for acceptability only. A quote shall be determined to be technically acceptable or unacceptable based on the rating definitions in the table below. The technically acceptable quote will then have its price evaluated for reasonableness.
Rating Definitions
Acceptable The quote offers Firing Range Use as described in the requirements in Attachment 2-SOW.
Unacceptable The quote does not offer Firing Range Use as described in the requirements in Attachment 2-SOW.
To be considered for award each prospective contractor must submit their quote based on this RFQ and Attachment 2 – SOW. Quotes shall not restate requirements listed in the SOW. Rather, contractors must specify how they can meet each requirement.
Quoters shall submit quotations in accordance with FAR 52.212-1, Instructions to Offerors- Commercial Items as well as in the information listed in this document and its attachments in order to be considered for award.
All quotations shall be sent via e-mail to Michelle Levine at Michelle.Levine@ice.dhs.gov.
Submission shall be received no later than 12:00pm ET on Wednesday, August 14, 2024.
Quotes received after the closing date and time will not be accepted unless the RFQ has been formally amended to extend the due date. DHS/ICE is a federal agency and is tax exempt.
Include the UEI number and CAGE code in the quote. To be eligible for award, contractors must be registered and have an active System for Award Management (SAM) account.

The Government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein.
