OPLA Recruiting Service
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The U.S.
Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ) is issuing solicitation number 70CMSD24R00000012 as a combined synopsis/solicitation in accordance with FAR Subparts 12 and 13.5 as a 100% total small business set-aside.
This solicitation number 70CMSD24R00000012 is issued as a request for proposal (RFP). The resultant contract will be a firm-fixed price contract.
This solicitation document (RFP) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05.
This acquisition is under NAICS code 561311, Employment Placement Agencies. The size standard is $34M.
INSTRUCTIONS TO QUOTERS AND EVALUATION CRITERIA
1. Procurement Approach The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), has a requirement for recruiting service. The Government anticipates a Firm Fixed Price purchase order. The Order’s expected period of performance is one 12- month base period with four 12-month option periods.
2. Solicitation Questions Due Date Questions must be submitted in writing via email no later than July 12, 2024, by 4 PM Eastern Daylight Time (EDT) to Contract Specialist, Lamon Whitfield, at lamon.whitfield@ice.dhs.gov.
The Government reserves the right not to respond to any questions received concerning this solicitation after the date above.
3. Written Proposal Due Date Final written proposal submissions are due on July 25, 2024 by 4 PM (EDT) to Contract Specialist, Lamon Whitfield, at lamon.whitfield@ice.dhs.gov. The Government is not liable for any expenses incurred by the Vendors s in developing and submitting proposals in response to this notice.
4. Instructions for Proposal Preparation The following instructions are for the preparation and submission of proposals. The purpose of this section is to establish requirements for the format and content of proposals so that proposals contain all essential information and can be evaluated equitably. Vendors are instructed to read the entire proposal.
, including all attachments, prior to submitting questions and/or preparing your proposal.
Omission of any information from the proposal submission requirements may result in the rejection of the proposal.
(1) Vendors are expected to follow the proposal preparation instructions fully and carefully. The Government will rely on the information provided by the Vendor to evaluate the Proposal. It is therefore imperative that Vendors carefully follow the instructions set forth below and submit their proposals in the format and with the content specified below, providing all requested information.
(2) The Vendors are responsible for the accuracy and completeness of their proposal.
No pricing information shall be included with Factors 1, or 2. Factor 3, Price shall be submitted for the base year and four option years on the attached price matrix (Attachment 3).
The minimum offer acceptance period is 60 days after the required date for receipt of proposals.
Table below (Table1), outlines the content of each area comprising an Vendor's complete proposal.

5. Cover Letter
Vendors shall provide the following information in their cover letter:
a) Name of Quoter
b) Contract Number (if Applicable)
c) Tax Identification Number (TIN)
d) SAM.gov Unique Entity Identifier (UEI)
e) North American Industrial Classification System (NAICS) Code
f) Contact Name
g) Contact Email address
h) Contact telephone
i) Complete business mailing address
6. Evaluation Factors and Instructions
6.1 Factor 1 – Technical Approach
The Vendor shall provide a description of their technical approach, detailed and complete, that clearly and fully demonstrates an understanding of the tasks and requirements specified in the SOW.
6.2 Factor 2, Prior Experience
The Government is seeking Prior Experience and not Past Performance. Vendors may submit up to three recent and relevant Prior Experience projects as described below:
a) Recent – No more than three years from the release date of this solicitation.
b) Relevant – similar in size, scope, and complexity to the requirements of this RFP.
At a minimum, each prior experience must include the following:
a) Contract Number (if federal contract)
b) Client organization name (federal or commercial)
c) Period of performance
d) Explanation of how the contract is similar in size, scope, and complexity to the requirements of this RFP.
6.3 Factor 3, Price
The price Proposal shall include:
a) Vendors shall submit prices for the base and option periods of performance. Prices must be final and must not contain contingencies or conditions.
7. Evaluation Criteria The Government will evaluate proposals, to include option periods, against specific evaluation criteria and award to the Vendor whose proposal represents the best value (as defined in FAR 2.101). Therefore, the Government will evaluate using best value tradeoff procedures and not lowest price. The evaluation criteria consist of the following factors: (1) Technical Approach,
(2) Prior Experience, and (3) Price. Technical Approach is more important than Prior Experience. All non-price evaluation factors, when combined, are significantly more important than price.
7.1. Evaluation of Non- Price Factors
For the evaluation of Factors 1-2, the Government will assess its level of confidence that the contractor will successfully perform the requirements based on the Government’s evaluation of Vendor’s written submission to the RFP. The evaluation will be accomplished using a rating scale of "high confidence," "some confidence," and "low confidence," representing the Government’s confidence that the Quoter understands the requirement and will be successful in performing the work.
High Confidence The Government has high confidence that the Vendor understands the requirement, has proposed a sound approach, and will most likely be successful in performing the contract.
Some Confidence The Government has some confidence that the Vendor understands the requirement, has proposed a sound approach, and will likely be successful in performing the contract.
Low Confidence The Government has low confidence that the Vendor understands the requirement, has proposed a marginally sound approach, and may likely not be successful in performing the contract.
7.2 Factor 1, Technical Approach
The Government will evaluate its level of confidence regarding the Vendor’s Technical Approach as it aligns with the requirements of the Statement of Work (SOW). The Government will evaluate the Vendor’s innovative and effective strategies and solutions to achieve the highest quality services, which are clearly visible to the stakeholders.
7.3 Factor 2, Prior Experience
The Government is evaluating Prior Experience and not Past Performance. The Government will assess its level of confidence in accordance with Table 1 that the contractor will successfully perform the requirements based on its recent and relevant prior experience.
7.4. Factor 3, Price
The Government will evaluate the total of each Vendor’s proposed prices to determine if the prices are fair and reasonable for the work to be performed. The Government will evaluate to assess the accuracy, completeness, and reasonableness of the quotation. The Government expects to receive price competition through the submission of price proposals from multiple Vendors. The price evaluation will be based upon combining the base period with all of the option periods. Price shall be submitted on the Price Matrix Attachment 3.
