About this file

This is a Request for Quote (RFQ) for janitorial services at the Federal Emergency Management Agency (FEMA) facility located at 65 Old Marlboro Road, Maynard, Massachusetts. The RFQ was issued on July 21, 2026, with quotes due by July 28, 2026, at 5:00 PM ET. The contracting agency is FEMA, with Mrs. Tara Shirley serving as the Contracting Officer at Mt. Weather, Virginia. The RFQ is directed to small business contractors registered on sam.gov and requests firm-fixed pricing for all janitorial services and miscellaneous utility work specified in the accompanying Statement of Work. Offerors must provide their UEI Number and GSA Contract Number, if applicable. Interested parties may schedule a site visit by emailing Joshua Griswold with a copy to the Contracting Officer.

The source selection will be based on a best value determination using two evaluation factors in descending order of importance: efficiency and price. Offerors must propose a detailed schedule identifying the time required to complete all janitorial services, including staffing approach, number of personnel, estimated hours, and methods to ensure efficient completion without compromising quality. Price proposals must address all SOW requirements and will be evaluated for fairness and reasonableness using comparative analysis techniques, including comparison with historical prices, competitive quotes, published price lists, and independent Government cost estimates. Proposed pricing must remain firm for thirty days following submission. Only one contract award will result from this RFQ.

You are requested to provide firm-fixed pricing for the services specified in the Statement of Work (SOW). Funding has been obtained for this proposed procurement in an amount equal to or greater than the Independent Government Cost Estimate (IGCE). The Government requests pricing for the services listed in the SOW to be in effect for thirty (30) days after the date of your RFP response. Source selection will be based on a best value determination. There are two evaluation factors listed in descending order of importance, efficiency and price, with efficiency being more important than price. If there is more than one quote that has an acceptable efficiency of services, price will be the determining factor for award.

SITE VISIT:

In order to visit the site for quote development purposes, please email joshua.griswold@fema.dhs.gov with a copy to tara.shirley@fema.dhs.gov.

QUOTE INSTRUCTIONS:

Factor 1: Janitorial Services Schedule and Efficiency

· Offerors shall provide a proposed schedule identifying the amount of time required to complete all required janitorial services. The quote shall describe the staffing approach, number of personnel assigned, estimated hours, and methods that will be used to complete all required tasks efficiently and in accordance with the Statement of Work. Offerors shall demonstrate that the proposed schedule provides sufficient time and resources to complete all required services without compromising quality or performance standards.

Factor 2: Price

· The Offeror’s proposed price must address all requirements in the SOW. A total price is acceptable. If the Offeror misquotes the requirement, it will be at the risk of the Offeror if they receive the award.

EVALUATION CRITERIA:

Factor 1: Janitorial Services Schedule and Efficiency

· The contractor will be evaluated on the amount of time proposed to complete the required janitorial services. The evaluation will consider whether the proposed schedule demonstrates an efficient approach to performing all required tasks while maintaining the quality and completeness of the services specified in the Statement of Work. Quotes that demonstrate the ability to complete all required work within a reasonable timeframe without compromising service quality may receive a higher evaluation.

Factor 2: Price

· Price will be evaluated to ensure that the final agreed-to price is fair and reasonable. In evaluating price, the Government will follow the quote analysis techniques from Revolutionary Federal Acquisition Regulation Overhaul (RFO) 15.404-1. Examples of such techniques include, but are not limited to the following:

· Comparison of proposed prices received in response to the solicitation. Normally, adequate price competition establishes a fair and reasonable price.

· Comparison of proposed prices to historical prices paid, whether by the Government or other than the Government, for the same or similar items. This method may be used for commercial items including those “of a type” or requiring minor modifications.

· Comparison with competitive published price lists, published market prices of commodities, similar indexes, and discount or rebate arrangements.

· Comparison of proposed prices with independent Government cost estimates.

· Comparison of proposed prices with prices obtained through market research for the same or similar items.
