About this file
This file is Amendment 4 to a Request for Proposal for janitorial services at the Federal Emergency Management Agency (FEMA) facility in Maynard, Massachusetts. The contract requires comprehensive janitorial management, supervision, labor, transportation, supplies, materials, and equipment to maintain a two-level, approximately 50,400 square-foot facility consisting of office, vehicle maintenance, and storage spaces. The cleaning scope includes 7,061 square feet of carpeted areas and 8,682 square feet of tiled areas, with specific focus on bathrooms (5 restrooms with 14 sinks, 6 urinals, 9 toilet stalls, and 3 shower stalls), all office areas, and trash removal from the maintenance bay. The contractor must provide services Monday through Friday, with a required on-site presence beginning at 2:00 PM, with flexibility to depart by 7:00 PM if all tasks are completed. Minimum staffing is two janitors, and specialized services include floor stripping and refinishing annually and carpet shampooing/steam cleaning every six months.
The base contract period is one year with four one-year option years. Proposals are due July 28, 2026, by 5:00 PM ET, with award anticipated at the contract start date, allowing the contractor time to gain facility access and complete background investigations and badging. A mandatory site visit is required for proposal acceptance, which can be arranged by contacting joshua.griswold@fema.dhs.gov. The previous contractor was Transcend Maintenance Services, Inc. under a one-year contract with no exercised options. Prospective offerors should include their UEI number and GSA contract number only if they maintain an active GSA Schedule contract for these services.

You are requested to provide firm-fixed pricing for the services specified in the Statement of Work (SOW). Funding has been obtained for this proposed procurement in an amount equal to or greater than the Independent Government Cost Estimate (IGCE). The Government requests pricing for the services listed in the SOW to be in effect for thirty (30) days after the date of your RFP response. Source selection will be based on a best value determination. There are two evaluation factors listed in descending order of importance, efficiency and price, with efficiency being more important than price. If there is more than one quote that has an acceptable efficiency of services, price will be the determining factor for award.
SITE VISIT:
In order to visit the site for quote development purposes, please email joshua.griswold@fema.dhs.gov with a copy to tara.shirley@fema.dhs.gov.
QUOTE INSTRUCTIONS:
Factor 1: Janitorial Services Schedule and Efficiency
· Offerors shall provide a proposed schedule identifying the amount of time required to complete all required janitorial services. The quote shall describe the staffing approach, number of personnel assigned, estimated hours, and methods that will be used to complete all required tasks efficiently and in accordance with the Statement of Work. Offerors shall demonstrate that the proposed schedule provides sufficient time and resources to complete all required services without compromising quality or performance standards.
Factor 2: Price
· The Offeror’s proposed price must address all requirements in the SOW. A total price is acceptable. If the Offeror misquotes the requirement, it will be at the risk of the Offeror if they receive the award.
EVALUATION CRITERIA:
Factor 1: Janitorial Services Schedule and Efficiency
· The contractor will be evaluated on the amount of time proposed to complete the required janitorial services. The evaluation will consider whether the proposed schedule demonstrates an efficient approach to performing all required tasks while maintaining the quality and completeness of the services specified in the Statement of Work. Quotes that demonstrate the ability to complete all required work within a reasonable timeframe without compromising service quality may receive a higher evaluation.
Factor 2: Price
· Price will be evaluated to ensure that the final agreed-to price is fair and reasonable. In evaluating price, the Government will follow the quote analysis techniques from Revolutionary Federal Acquisition Regulation Overhaul (RFO) 15.404-1. Examples of such techniques include, but are not limited to the following:
· Comparison of proposed prices received in response to the solicitation. Normally, adequate price competition establishes a fair and reasonable price.
· Comparison of proposed prices to historical prices paid, whether by the Government or other than the Government, for the same or similar items. This method may be used for commercial items including those “of a type” or requiring minor modifications.
· Comparison with competitive published price lists, published market prices of commodities, similar indexes, and discount or rebate arrangements.
· Comparison of proposed prices with independent Government cost estimates.
· Comparison of proposed prices with prices obtained through market research for the same or similar items.
