About this file

This Sole Source Justification (SSJ) document details the U.S. Secret Service's procurement of two 2025 Chevrolet Express Cargo Vans through a brand-specific acquisition. The agency requires upfitted vans to replace existing vehicles, with specific requirements including a ZW9 standard body, NC7 emissions override, L8T 6.6L V8 engine, and comprehensive interior and exterior equipment specifications such as front bucket seats, remote keyless entry, forward collision alert, and lane departure warning.

The procurement strategy involves an open market solicitation with a firm fixed price contract, targeting multiple vendors capable of meeting the precise vehicle specifications. Market research included GSA Fleet inquiries, internet searches, and vendor quotes, confirming multiple vendors can provide the required vans. The requirement will be solicited on SAM.gov, with the agency anticipating multiple competitive bids to ensure fair and reasonable pricing. The SSJ highlights that GSA Fleet lacks a comparable upfitted Chevrolet Express Cargo Van option, necessitating this specific procurement approach.

USSS - Standard Sensitive Info

GSA Fleet does not have a commensurate upfitted Chevrolet Express Cargo Van option available through purchase or lease. The intended acquisition strategy is to award a brand name firm fixed price contract through the open market.

7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

Based on market research results, the recommended acquisition strategy is open solicitation with a firm fixed price award to include base vehicle purchase and upfitting. Multiple bids are anticipated, leading ‘fair and reasonableness’ to be determined by competition.

8. Description of market research.

Market research included GSA Fleet inquiries, internet searches for vendors and published pricing, and multiple vendor quotes. Research proved there multiple vendors capable of quoting.

9. Any other facts supporting the justification.

10. A listing of the sources, if any that expressed, in writing, an interest in the acquisition.
