Interior configurations include eight workstations with overhead storage and individual windows, a galley with microwave and refrigerator, LED lighting, anti-slip flooring, manual 25-foot awnings, cargo area with E-track and D-rings for load securement, and outdoor GFCI 110-volt receptacles. STATEMENT OF WORK (SOW)
Mobile Staging Support Unit (MSSU) – Cargo Trailer
1. Purpose This requirement is to procure four (4) enclosed cargo trailers (34’ bumper pull configuration) that will serve as office trailers equipped with standalone electrical systems, HVAC climate control units, and structurally reinforced chassis with contained cargo areas.
The trailers must support FEMA Staging Field Operations in austere and OCONUS environments.
2. Scope The Contractor shall design, manufacture, assemble, test, deliver, and provide warranty support for four (4) cargo trailers meeting FEMA operational requirements. Each trailer shall be delivered as a turnkey, fully operational unit, ready for immediate deployment. Trailers must operate reliably in high heat, freezing conditions, humidity, and corrosive environments, including OCONUS locations (e.g., Puerto Rico, Hawaii), and support both steady-state and disaster response missions.
3. Requirements
3.1 General Specifications (OCONUS Ready Build-Out)
The Contractor shall provide four (4) enclosed cargo trailers (34’ bumper pull configuration) designed and manufactured to support FEMA Staging Field Operations in austere and OCONUS environments. Each trailer must function as an office trailer with its own standalone electrical system, HVAC climate control units, and structurally reinforced chassis with a contained cargo area.
3.1.1 Dimensions & Configuration
• Trailer Type: Enclosed Cargo Trailer (Bumper Pull)
• Length: 34’
• Width: Minimum 8.5’ (standard commercial width)
• Interior Height: Minimum 7’ clearance
• Frame: Heavy-duty steel or aluminum construction with reinforced cross-members
3.1.2 Gross Vehicle Weight Rating (GVWR)
• Minimum GVWR: 14,000 lbs
• The GVWR must safely support the fully built configuration, including:
o 34 Ft Bumper Pull trailer with 21,000 lb rated tongue o 60” Extended Tongue o ¼” Wall Tube Tongue Reinforcement Upgrade o Triple torsion 6k Axles with electric brakes (all three axles) o Two rooftop-mounted HVAC systems (18k Btu each, heating & cooling) o 12.5 KW built-in diesel generator (easy access for service/removal) o Onan Model No. 12.5 HDKCB-11506 o Auto transfer switch o 30-gallon diesel fuel tank with built-in fuel pump o Eight workstations with overhead storage, two 110V power receptacles, and individual window (tinted with shades) o Built-in galley for storage, medium-sized refrigerator, and microwave o Two outdoor GFCI 110V electrical receptacles (one per side) o Microwave and mini refrigerator (firmly mounted) o Interior aluminum or plastic wall material with insulation where possible o Anti-slip flooring o Additional interior and exterior lighting o Safety steps with handrail, illuminated for safety o Manual 25’ awnings on curbside and streetside o Electric tongue jack o Sliding partition doors to separate work and cargo areas o Cargo area with E-Trac on walls and D-Rings on floor for load securement o Corrosion resistance for all climate conditions (salt-air, extreme heat, extreme cold) o 50-amp motor base plug for shore power use
• The Contractor shall ensure the trailer does not exceed manufacturer-rated limits under full operational load conditions.
3.1.3 Payload Capacity
• Minimum usable payload capacity: 8,000 lbs after installation of all integrated systems
• Offerors must provide:
o Manufacturer-certified empty weight o Estimated fully built curb weight o Remaining payload capacity
• Payload capacity must support operational equipment, tools, supplies, secured cargo loads, and repeated deployment cycles without structural degradation.
3.1.4 Axle Configuration & Suspension
• Triple torsion 6k Axles with electric brakes (all three axles)
• Heavy-duty leaf spring or equivalent commercial-grade suspension (not air)
• Designed for highway and uneven terrain operations
• Electric brakes on all axles, compatible with standard tow vehicle brake controllers
3.1.5 Hitch & Towing Configuration
• Adjustable bumper pull coupler
• Coupler rating compatible with GVWR
• Safety chains rated to trailer capacity
3.1.6 Tow Vehicle Compatibility
• Designed for compatibility with standard FEMA and commercial heavy-duty tow vehicles (e.g., ¾-ton and 1-ton trucks or equivalent)
• Compatible with Class V hitch systems
• Electric brake system compatible with in-cab brake controllers
• Standard 7-pin electrical connector
• Properly balanced tongue weight (10–15% of total trailer weight)
• Must be towable using Government-furnished vehicles without requiring specialized or non-standard towing configurations
3.1.7 Tires, Wheels, and Ground Clearance
• Heavy-duty, all-terrain tires load-rated for GVWR
• One full-size spare tire included
• Steel or aluminum commercial grade wheels
• Adequate ground clearance for varied terrain and staging environments
3.1.8 Structural Integrity & Durability
• Reinforced flooring for heavy equipment loads
• Corrosion-resistant materials/coating for salt-air OCONUS environments
• Weather-resistant construction for extreme heat, freezing conditions, humidity, and precipitation
• Designed for repeated deployment, transport, and long-term operational use
3.1.9 Stabilization & Safety
• Rear stabilizer jacks
• Reflective DOT-compliant safety markings
• Exterior LED lighting for visibility and operations
3.1.10 Compliance
• The trailer shall comply with all applicable Department of Transportation (DOT) standards, federal motor vehicle safety requirements, and applicable electrical and safety codes.
4. Power Generation System
• 12.5 KW built-in diesel generator (easy access for service/removal)
• Onan Model No. 12.5 HDKCB-11506
• Auto transfer switch
• Generator must power rooftop HVAC systems, interior/exterior lighting, workstations, outlets, and external shore power connection
• Power distribution panel with circuit breakers
• Interior and exterior outlets
• Corrosion resistance for all climate conditions
4.1 Environmental Control
• Two rooftop-mounted climate control HVAC systems (18k Btu each, heating & cooling)
• HVAC systems must maintain safe working temperatures in high heat, humidity, and freezing conditions
• Operable using onboard generator
• Proper ventilation and airflow design
• Corrosion resistance for all climate conditions
4.1.2 Interior Workspace Configuration
• Eight functional built-in workstations
• Each workstation: 30” W x 20” D x 30”H
• Overhead storage: 30” W x 14” D x 16”H
• Dimmable LED interior lighting
• Durable, non-slip flooring
• Two 110V electrical receptacles
• USB + USB C ports
• Window (tinted with shade)
4.1.3 Cargo & Load Management
• Deck-mounted D-rings or hooks for strap-downs
• Distributed load securement points throughout cargo area
• Reinforced anchor points rated for heavy cargo
• Layout separating workspace and cargo areas (approx. 20’L x 8’W office, 14’L x 8’W cargo)
4.1.4 Electrical System
• Internal wiring for all installed systems
• Clearly labeled circuit breaker panel
• Safety-compliant grounding system
• Exterior GFCI 110V weatherproof receptacles (one streetside front, one curbside rear)
4.1.5 Safety Requirements
• Two mounted fire extinguishers (one in cargo area, one in office area)
• Reflective DOT-compliant markings
• Exterior safety lighting
• Firmly mounted exterior pure white LED lights for 360-degree illumination
• Emergency exit capability with emergency lighting
4.1.6 OCONUS Readiness Requirements
• Corrosion resistance (salt air exposure)
• Heat and humidity durability
• Freezing conditions durability
• Low-maintenance systems
• Transportability via land, air, or sea
• Ruggedized construction for repeated deployments
4.1.7 Galley
• Fabricate and install a complete custom aluminum cabinet system, including upper overhead cabinets, lower base cabinets, corner workstation cabinetry, center partition/workstation cabinet, continuous countertops, aluminum wall panels, trim, and integrated LED under-cabinet lighting
• Built-in microwave cabinet and dedicated enclosure for medium-sized refrigerator with proper ventilation, 110V electrical receptacles, and secure mounting
• All cabinetry constructed from commercial-grade aluminum and securely fastened for mobile use
• Contractor to provide all materials, hardware, lighting, fabrication, installation, and finishing for a clean, professional, and functional galley maximizing storage and maintaining clear aisle access
5. Delivery / Shipping Requirements
• Delivery Location:
FEMA Distribution Center Fort Worth, 501 W. Felix Street, Fort Worth TX, 76115, United States Delivery Window: 0730-1430 MON-FRI
• Delivery Timeline: 150 days After Receipt of Order (ARO)
• All units shall be delivered F.O.B. Destination to the specified delivery location, with all shipping and handling costs included in the contract price and paid by the contractor
• Delivery must be arranged and scheduled at least three business days prior
• Contractor is responsible for any damages in transit prior to acceptance
• If a unit does not pass acceptance inspection, it will be refused and shipped back to the manufacturer at the manufacturer’s expense
• Units must be fully assembled, tested, and operational upon delivery
6. Inspection & Acceptance
• The COR will review deliverables prior to acceptance and provide documented reasons for non-acceptance via email
• If acceptable, the COR will notify the Contractor via email
• The COR may reject or require correction of deficiencies
• Contractor will be notified in writing of specific reasons for rejection and may correct and redeliver
• COR has 10 business days to review deliverables; Contractor has 15 business days to correct and redeliver
• All other review times and schedules will be agreed upon based on the final approved Project Plan
• Contractor is responsible for timely delivery to Government personnel in the review chain
• Acceptance Criteria: Full operational functionality, generator and HVAC performance verified, compliance with all SOW requirements
• Deficiencies must be corrected by the Contractor at no additional cost
7. Warranty
• Minimum 5-year warranty on trailer and installed systems
• Generator and HVAC system warranties per manufacturer
• Warranty must include parts and labor
8. Contractor Responsibilities
• Provide trailer layout and electrical schematics rendering prior to contract award nomination
• Provide all materials, labor, and equipment
• Ensure quality control
• Deliver complete documentation (manuals, warranty)
• Provide operational overview if requested
9. Government Responsibilities
• Provide delivery location and POC
• Perform inspection and acceptance
• Provide timely feedback
10. Period of Performance
• From date of award through delivery and acceptance
• Estimated: 150 days ARO

14. General Report Requirements
• The Contractor shall provide all written reports in electronic format with read/write capability using applications compatible with DHS workstations
• Reports must be submitted in formats compatible with current DHS IT standards (e.g., Windows and Microsoft Office Applications)
