STATEMENT OF WORK (SOW)

FEMA-Branded Clothing

1. GENERAL

1.1. BACKGROUND

The Federal Emergency Management Agency (FEMA) mission is helping people before, during, and after disasters. During disaster operations the FEMA deploys personnel to assist disaster survivors. FEMA personnel occupying certain positions deployed in support of response and recovery operations for Hurricanes Helene and Milton have been directed to wear FEMA distinctive clothing. These FEMA employees are required to have a distinctive and easily identifiable appearance as they interact with disaster survivors and other members of the public.

1.2. SCOPE

The contractor shall provide a total of 28,000 units of FEMA-branded apparel for approximately 7,000 FEMA employees. This includes:

· Short-Sleeved Polo Shirts: 7,000 units

· Long-Sleeved Polo Shirts: 7,000 units

· Lightweight Jackets: 7,000 units

· Lightweight Vests: 7,000 units Each item must be available in sizes ranging from Small to 4XL, with FEMA/DHS logos applied per the provided branding guidelines. FEMA is seeking innovative and expedited solutions to provide FEMA-branded apparel line items as quickly as possible. The contractor is responsible for producing and delivering 100% of the required quantity of all apparel items within 60-days of contract award.

1.3. OBJECTIVE

The objective of this contract is to provide high-quality FEMA/DHS branded apparel, including short-sleeved polo shirts, long-sleeved polo shirts, lightweight jackets, and lightweight vests for approximately 7,000 FEMA employees. The contractor shall ensure that all items meet the specified branding and quality requirements and deliver all items within the specified delivery timeframes. The goal is to ensure a uniform and professional appearance for FEMA employees while maintaining comfort and durability in the provided apparel.

1.4. APPLICABLE DOCUMENTS

The Contractor shall ensure all personnel and sub-contractors adhere to all relevant uniform and equipment policies and procedures established by DHS, as well as any particular standards for uniform items delineated in this PWS or the attached specifications. Moreover, the Contractor and any subcontractors shall ensure compliance with all applicable trade agreements consistent with Federal Acquisition Regulation (FAR) Part 25. At a minimum, the Contractor shall comply with the following list of applicable documents, which may be updated by the Government during contract performance:

2. SPECIFIC REQUIREMENTS/TASKS

2.1. The contractor shall provide the following FEMA-branded apparel items for approximately 7,000 FEMA employees. Each item shall adhere to the specifications listed below to ensure consistency, quality, and compliance with branding guidelines:

2.2. Throughout the performance of this contract, the Contract shall:

2.2.1. The Contractor shall ensure all apparel comply with specifications;

2.2.2. The Contractor shall ensure consistency of patterns, fit, fabric, and color of each item regardless of the location of manufacture or the time of manufacture throughout the contract period;

2.2.3. Assume responsibility for adequacy of uniform item sources and locating suppliers who can provide the required level of quality and quantity, while ensuring sources comply with applicable laws;

2.2.4. Provide garment care, item number, manufacturer name, date of manufacture, and sizing information within each uniform item or the packaging of the item;

2.2.5. Proactively address, and correct when required, quality/durability, functionality /performance, and safety issues with items as they arise and promptly address questions as needed;

2.2.6. Notify and request permission from the Government of any change in material, design or construction of any item on the contract, prior to implementing the change; and

2.2.7. Notify and request permission from the Government of any change in material, design, construction, or manufacturer of any item on the contract, prior to implementing the change.

3. OTHER APPLICABLE CONDITIONS

3.1. Warranty

The Contractor shall provide the warranty term that is provided to its most favored customers and shall unconditionally warrant all uniform items for quality and defects in materials and workmanship. Excessive shrinkage or fading after washing per manufacturer’s suggested instructions will be construed as a manufacturer’s defect.

3.2. Quality Control

The contractor shall implement a quality control plan to ensure that all items meet the specified standards for fabric, stitching, branding, and sizing. The plan shall include procedures for checking embroidery accuracy, fabric durability, and overall workmanship. FEMA reserves the right to inspect and approve a sample of each item before full production to ensure compliance with requirements.

3.3. Branding Compliance

All apparel items must adhere to FEMA/DHS branding guidelines, including the correct placement and size of logos. The contractor is responsible for ensuring that the DHS emblem and the "FEMA" text are accurately embroidered or applied to each item as specified. Any deviations from the branding requirements must be approved in writing by FEMA prior to production.

3.4. Delivery Requirement

3.4.1. Delivery Timeframe:

The contractor shall deliver the required apparel items within the specified timeframes in the table below:

3.4.2. Packaging

The contractor shall package and label all items for easy identification, clearly indicating the apparel type and sizes.

3.4.3. Delivery Location

Delivery shall be made to the designated FEMA location(s) as outlined below. The contractor is responsible for coordinating delivery schedules with FEMA to ensure timely receipt.

· After the closure of the initial location, deliveries will be redirected to the following address. The Contracting Officer’s Representative (COR) will notify the contractor prior to delivery to this new location:

4. DELIVERY SCHEDULE PLAN

The Contractor shall provide a Delivery Schedule Plan with the proposal submission. The Delivery Schedule Plan shall identify and outline the delivery schedule, increments and quantities of all apparel line items. FEMA is seeking innovative and expedited delivery solutions to provide FEMA-branded apparel line items as quickly as possible to the specified delivery locations.

5. REPORTING REQUIREMENTS

5.1. The Contractor shall provide the following reports to FEMA:

5.1.1. Production Status and Delivery Forecast Report: Weekly updates on the production status of all items and forecasted delivery dates.

5.1.2. Delivery Report: Upon completion of delivery, the contractor shall provide a report confirming quantities delivered by item type and size.

5.2. Progress Meeting

In addition to the reports above, the Contractor shall be responsible for keeping the COR informed about Contractor progress throughout the performance period of this contract and ensure Contractor activities are aligned with FEMA objectives. Meetings shall be conducted on an as needed basis upon request of the COR. Meetings will be held via teleconference.

5.3. General Report Requirements

The Contractor shall provide all written reports in electronic format with read/write capability using applications that are compatible with DHS workstations (Windows XP and Microsoft Office Applications).

6. GOVERNMENT FURNISHED RESOURCES

The Government will not furnish any resources to the Contractor in support of this contract.

7. CONTRACTOR FURNISHED PROPERTY

The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this contract.

8. GOVERNMENT ACCEPTANCE CRITERIA

The Government will inspect the delivered items for compliance with the specifications outlined in this SOW. If the deliverable is acceptable, the COR will send an e-mail to the Contractor notifying it that the deliverable has been accepted.

Acceptance of the items will be based on the following criteria:

•Adherence to specified fabric, style, and quality requirements.
•Accurate application of branding (DHS emblem and "FEMA" text).
•Correct size distribution and labeling.
•Timely delivery in accordance with the contract terms.

The Government reserves the right to reject any items that do not meet the specified requirements and request replacements or corrections at no additional cost. In the event of a rejected deliverable, the Contractor will be notified in writing by the COR of the specific reasons for rejection. The Contractor may have an opportunity to correct the rejected deliverable and return it per delivery instructions.
