About this file

This Statement of Work (SOW) details a procurement by the Federal Emergency Management Agency (FEMA) for 30 Radiation Detection System (RDS-32 WR) Radiation Survey Meters to be distributed across six MERS (Mobile Emergency Response Support) Detachments. The procurement includes five meters per detachment location, along with additional accessories such as cradles, external probes, cable adapters, and calibration services. The equipment is designed for use in Chemical, Biological, Radiological, and Nuclear (CBRN) emergency response scenarios, allowing personnel to detect and measure gamma radiation levels.

The contract requires delivery of all products by March 29, 2026, and mandates a one-day (8-hour) hands-on training session for up to 10 personnel within six months of delivery. The RDS-32 WR meters feature wide-range radiation detection capabilities (0.05 μSv/h to 10 Sv/h), multiple alarm modes, configurable units, and compatibility with various external probes. The meters are ruggedized with IP67 rating, have ergonomic design, and include features like automatic display rotation, dual detector display, and wireless monitoring options. Delivery will be made to MERS detachments in Bothell (WA), Denton (TX), Denver (CO), Frederick (MD), Maynard (MA), and Thomasville (GA).

Statement of Work (SOW) Radiation Detection System (RDS) -32 WR Radiation Survey Meters Brand Name or Equal This Statement of Work (SOW) is the description and specifications for the supply and delivery of 30 Radiation Survey Meters, Model number RDS-32 WR, five (5) each to the six (6) Federal Emergency Management Agency (FEMA) Mobile Emergency Response Support (MERS) Detachments.

1.0 GENERAL

1.1 BACKGROUND

This equipment assists with the protection of personnel through risk assessment monitoring and detection in a radiological hazard’s environment and allows for standardization and interoperability within the FEMA MERS detachments as well as with other Federal Departments and Agency’s specialized teams.

1.2 SCOPE

The RDS-32 Radiation Survey Meters are small handheld, battery operated radiation survey instruments.

Due to its versatile functions and durability, it is suited for a wide range of applications in civil defense, industrial use, nuclear power plants, laboratories, etc. It’s a small, rugged, simple to operate radiation monitor that displays both the radiation levels and the total dose that is received by the user. Warning and Alarm levels will allow users know when they are approaching their limit without constantly monitoring their device and can act accordingly. To extend the capabilities of the instrument, a wide variety of external Smart probes are available to meet user needs with any RDS-32 version. The selection includes probes for gamma and neutron dose rate and alpha and/or beta contamination with various detection areas and scaler counting.

1.3 OBJECTIVE

It is the mission of the six (6) FEMA MERS Detachments to respond to All Hazard and National Special Security Events consisting of Chemical, Biological, Radiological and Nuclear (CBRN) and hazardous emergencies, at the State and National levels. Many of these emergencies, either through primary or secondary hazard affects, could place one or several detachment member(s) in radiological hazard’s environment. The RDS-32 Radiation Survey Meters will assist with protecting detachment members through risk assessment monitoring and detection. The RDS-32 Radiation Survey Meters have the capability to detect and measure gamma radioactive material emitted during an area and point source radiation event/release.
