About this file
This Statement of Work (SOW) details the U.S. Immigration and Customs Enforcement (ICE) Fleet Management Unit's procurement of ten (10) 2025 or later Black GMC Yukon XL AT4 Ultimate SUVs. The requirement stems from an August 11, 2025 request by the ICE Deputy Director's Chief of Staff, with delivery mandated by October 31, 2025. Due to time constraints, ICE received approval to obtain vehicles outside the standard GSA procurement process, identifying a single sam.gov GMC dealership in the Washington, DC metropolitan area with suitable inventory.
The vehicles will be distributed across four ICE locations: 4 SUVs to Washington, DC headquarters, 2 to Baton Rouge, 2 to Boston, and 2 to Toledo (address TBD). The SOW specifies a minimum 3-year/36,000-mile warranty and requires the vehicles to meet all applicable DOT and FMVSS safety standards. Contractor modifications are prohibited from disabling original equipment manufacturer (OEM) features. The government reserves the right to conduct pre-acceptance inspections to ensure the vehicles meet all specified requirements.

STATEMENT OF WORK
ICE GMC Yukon AT4 Procurement
PART 1 GENERAL INFORMATION
GENERAL
1.0 BACKGROUND
The U.S. Immigration and Customs Enforcement (ICE), Fleet Management Unit (FMU) resides within the ICE Office of Asset and Facilities Management within the ICE Office of the Chief Financial Officer. At any given time, the ICE FMU manages the complete lifecycle of a fleet of ~12,800 vehicles. Currently, the ICE fleet is composed of 75% ICE owned passenger vehicles assets and 25% GSA leased passenger vehicle assets.
Most ICE’s fleet assets directly support a law enforcement mission and are lifecycle managed as law enforcement fleet assets.
On August 11, 2025 the ICE Deputy Director’s Chief of Staff requested the immediate purchase of up to ten (10) Black GMC Yukon XL AT4 Ultimate SUVs. As GSA is the mandatory source for the procurement of all non-tactical vehicles per 41 CFR 101-26.501 the timeline allotted will require ICE to obtain these requirements outside of GSA to meet the deadline of October 31, 2025.
ICE OAFM Fleet has received approval to obtain these requirements outside of GSA from GSA.
A single valid sam.gov GMC Dealership within the Washington, DC metropolitan area has been identified as it has the current inventory that meets the requirements.
