Basis For Award:

Evaluation Factors. The evaluation will be based on a complete assessment of the quoter’s submission.

Quoter’s will be evaluated on the non-price factors outlined below and price.

Factor 1: Technical Approach Factor 2: Past Performance Factor 3: Price

Evaluation Factor Order of Importance. The evaluation factors are listed in descending order of importance:

Technical Approach Past Performance Price

The non-price factors when combined, are more important than price. If evaluation of the non- price factors results in a determination that there are no substantial differences, price becomes more important, but not necessarily determinative, in making the award determination.

The Government intends to award without discussions; therefore, each initial submission must be complete, address all requirements, and reflect all the evaluation factors which are submitted under the most favorable terms. Quoters are strongly encouraged to be succinct, clear, and concise in writing their proposal. The Government cautions quoters that taking exception to any term or condition of the solicitation, including submitting any alternate quote that requires attenuation of the requirement, may render an offer unacceptable and the proposal ineligible for award, unless the solicitation expressly authorizes such an exception with regards to a specific term or condition.

Evaluation Criteria Evaluation Criteria Factor 1, Technical Approach:

The Government will evaluate:

• The degree to which quoter’s technical approach demonstrates a thorough understanding of, and ability to perform, all requirements of the Statement of Work (SOW).

• The degree to which technical approach narrative identifies methods, techniques, procedures, and processes the Quoter will use to perform each applicable task area.

The Government will perform a confidence assessment with respect to Technical Approach. The Government will evaluate Factor 1 and assign a confidence rating of “High Confidence”, “Some Confidence”, or “Low Confidence”. (See Technical Ratings and Definitions for All non-price Factors table)

Definitions:

Technical Ratings and Definitions for All non-price Factors Ratings Definitions

High Confidence The Government has high confidence that the Quoter will be successful in performing the contract with little or no Government intervention.

Some Confidence The Government has some confidence that the Quoter will be successful in performing the contract with some Government intervention.

Low Confidence The Government has low confidence that the Quoter will be successful in performing the contract even with Government intervention.

Evaluation Criteria Factor 2, Past Performance:

The Government will evaluate to determine if the past performance submissions are relevant (similar) and recent (substantially complete or completed within three years of the solicitation release date). Past Performance is evaluated to determine how well a quoter performed on similar requirements.

The Government will evaluate the following:

1. Quality of Service

2. Schedule

3. Cost Control

4. Management

5. Regulatory Compliance

6. Small Business Compliance

In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available, the quoter will not be evaluated favorably or unfavorably on past performance.

Past performance records for all subcontractors, teaming, and partners will be evaluated the same as any prime contractor past performance information.

Evaluation Criteria Factor 3, Price:

The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s). In accordance with RFO 12.204(a), the following price analysis techniques and procedures may be utilized to ensure a fair and reasonable price, but not limited, to the following:

• Comparison of proposed prices received in response to the RFQ.

• Comparison/analysis to historical prices paid for similar passenger transport services.

• Comparison of proposed prices with independent Government cost estimates.

• Comparison of proposed prices with prices obtained through market research for the same or similar services.

Completeness. The Government’s price evaluation will also assess the accuracy and completeness of the quotation, which involves verification that:

• All line items are priced in the Pricing Table.

• Pricing figures are correctly calculated.

• Prices are presented in adequate form

Questions or concerns regarding the RFQ shall be sent by email ONLY, to Cory Chandler, Contract Specialist at Cory.Chandler@ice.dhs.gov no later than 12:00pm CT, October 22, 2026.
