About this file
This document is a Sole Source (Including Brand Name) Justification for a commercial procurement. The 15th Aircraft Maintenance Squadron (AMXS) Sortie Support Section is requesting the purchase of two Spydercrane URW547C4UBRS mini crawler cranes with accessories, capable of being towed in a C-17 aircraft and equipped with a one-man lift attachment. The cranes are needed to support maintenance operations with zero delays, both at home station and downrange, and will enable the unit to have its own cranes for operational efficiency and crash recovery usage.
The procurement is being pursued using simplified acquisition procedures with a brand name justification, as Spydercrane is the only manufacturer found to offer a crane meeting the specific requirements of a 60' height capability and single-person working platform. The Request for Quotation (RFQ) will be posted on SAM.gov, allowing potential offerors to propose equivalent products. The contracting office will determine cost fairness through price comparisons, historical data analysis, and market research. The anticipated contract is a firm-fixed-price commercial acquisition, including comprehensive on-site initial training for personnel to operate the cranes correctly and safely.

I. Contracting Activity.
II. Nature and/or description of the action being processed.
This action will be a commercial, firm-fixed-price, brand name procurement of two Spydercranes URW547C4UBRS and accessories for 15 AMXS Sortie Support Section, inclusive of incidental services for comprehensive on-site initial training of personnel to operate the crane correctly and safely.
III. Description of supplies/services required to meet agency needs.
The 15th Aircraft Maintenance Squadron (AMXS) Sortie Support Section is requesting the purchase of two Spyder Cranes (model/product number URW547C4UBRS), capable of being easily towed and transported in a C-17 aircraft, equipped with multiple attachments, including a one-man lift attachment enabling JLG functionality. This will allow the continued support of maintenance with zero delays both at home station and down range in all environments.
This will enable increased operational efficiency and speed, since the customer unit will have their own cranes, including for crash recovery usage, and will no longer need to go through NAVFAC for cranes.
IV. Statutory authority permitting other than full and open competition.
The statutory authority permitting other than full and open competition is 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901).
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The use of simplified acquisition procedures, in conjunction with a brand name justification, is necessary because Spydercrane is the only manufactured found to have a mini crawler (all-terrain) crane capable of 60' height requirement and a single person working platform boom mounted attachment. One other manufacturer was found and contacted but they did not offer a crane meeting the height requirement with a single person working platform.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
To maximize competition, the Request for Quotation (RFQ) will be posted on the government point of entry (GPE) otherwise known as SAM.gov, a publicly accessible website. The RFQ will clearly state the essential performance characteristics required of the mini Spydercranes and accessories, specifically the height requirements, single person working platform, and all terrain capabilities, allowing potential offerers to propose equivalent products that meet these requirements. Offerers proposing "equal" products must provide documented evidence demonstrating that their products meet or exceed the performance specifications of the specified items.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer will determine that the anticipated cost to the Government is fair and reasonable by comparing proposed prices to the Independent Government Cost Estimate (IGCE), analyzing historical pricing data for similar items, and conducting price analysis to ensure that the proposed prices are competitive. Market research will be used to validate the IGCE and ensure that the prices for the specified items are consistent with prevailing market rates.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was conducted prior to the solicitation by reviewing previoes awards on FPDS-NG and SAM.gov.
