About this file
This is a Performance Work Statement (PWS) for the provision of chemicals and related equipment to support Naval Facilities Engineering System Command Europe Africa Central (NAVFAC EAC) at U.S. Naval Support Activity Capodichino, Naples, Italy.
The contractor must supply chemicals for three primary applications: Water Treatment Plants (WTPs) at NSA Capodichino and Carney Park in Pozzuoli; swimming pools at both locations; and HVAC closed loop systems, boilers, cooling towers, and septic tanks at various facilities. For WTP operations, the contractor shall provide NSF/ANSI 60-certified chemicals including R.O. antiscalant, sodium hydroxide (30-35% w/w), sodium hypochlorite (12-18% w/w with approximately 15% Free Available Chlorine), hydrochloric acid, and sodium chloride softener salt. All drinking water treatment chemicals must comply with NSF/ANSI Standard 60-2023. For swimming pools, NSF/ANSI 50-certified chemicals are required, including flocculating agents, biocides/algicides, granulated chlorine, calcium hypochlorite, and testing reagents (DPD free and total chlorine, cyanuric acid, and phenol red). Additional swimming pool chemicals include pH correctors, dechlorinating agents, and scale removers. For HVAC and boiler systems, the contractor shall supply antiscalant/oxygen remover compounds and corrosion inhibitors. For septic tanks, neutralizing/oxidizing agents and enzyme additives are required. The contractor must also provide testing equipment including portable pH meters, conductivity meters, buffer solutions, and various analysis kits for water quality monitoring.
Chemical deliveries must be completed within seven (7) working days of delivery order issuance to Building 459 Water Treatment Plant or the Facilities Management and Sustainment branch, depending on product type. All chemicals must be delivered in 25-liter containers with tamper-proof seals in original manufacturer packaging, accompanied by Safety Data Sheets in Italian and English, certificates of NSF/ANSI compliance, manufacturer documentation including lot numbers and production dates, and product technical data sheets. The contractor must initially and annually verify NSF/ANSI compliance for all suppliers and manufacturers. Deliveries may be rejected if documentation is incomplete or products fail screening tests, requiring replacement within 24 hours. The contractor shall retrieve empty containers upon delivery of new chemicals. The Government Technical Point-of-Contact coordinates all operations and inspections. All work must comply with Italian labor law (D.lgs 09 April 2008, n.81), Italian labor inspection authority standards, and OSHA 29 CFR 1910. Within ten calendar days of delivery order award, the contractor must submit Safety Data Sheets, manufacturer data sheets, and NSF/ANSI 60 and 50 compliance certificates.
