About this file

This is a Statement of Work (SOW) for Radio Suite Maintenance services under a Communication and Navigation contract with the U.S. Navy. The work is categorized as Item No. 0404, Category "A," and is to be performed at Pilot House, Fr. 04-128-0.

The contractor must provide trained, experienced, and authorized service personnel to perform preventative maintenance on radio communication and navigation equipment, including eight AN/WSC-3(V) LOS units, one AS-3018A/WSC-1 unit, one OA-9123/SRC antenna coupler, two RT-1107A(V)/WSC-3(V) SATCOM units, and one CBSP antenna with a power switch replacement. The scope encompasses 58 specific maintenance, testing, and measurement tasks with designated Navy PMS (Planned Maintenance System) task codes. Work includes visual inspection for damage and corrosion, cleaning, functional testing of all features and alarms, verification of emergency power systems compliance with SOLAS IV/3 standards, lock-out/tag-out coordination, access panel removal and reinstallation, equipment manufacturer identification recording, ground strap verification, foundation and wiring inspection, and watertight penetration checks. The contractor must provide a condition report documenting as-found conditions and recommended repairs, four hours of onboard crew training, preparation and painting of disturbed surfaces, and completion of all checklists signed by personnel and countersigned by company representatives. A Manufacturer's Authorized Technical Representative must be ABS-recognized and provide qualification letters and training certificates prior to work commencement. All work references detailed Navy PMS technical manuals dated between September 2017 and May 2025. Upon completion, the contractor must demonstrate satisfactory system operation to the Overhaul and Modernization Team Representative, Captain, and Navigator, with successful maintenance recorded in the ship's planned maintenance log.

7.0 STATEMENT OF WORK REQUIRED

7.1 Provide and operate equipment and supply all services, material and assistance to accomplish the servicing of the systems using References 2.1.1 through 2.1.12 and Enclosures

2.1.1 as guidance.

7.2 Coordinate with ship’s force to have associated

equipment locked and/or tagged out per ship’s lock out/tag out policy. When the maintenance is complete, coordinate with ship’s force to have associated equipment unlocked and/or tagged in per ship’s lock out/tag out policy.

7.3 All work shall only be accomplished by trained, experienced and authorized service personnel for the specific system. They are also to be trained in electrical safety to avoid personnel injury. As such the worker must be fully aware of the risks associated with his surroundings and be fully knowledgeable of health and safety standards. The equipment may contain Electrostatic Sensitive Devices (ESSDs). Take care not to damage these devices by discharge of electrostatic voltages.

7.4 Temporarily remove access panels for cleaning and

inspection, where applicable. Retain and mark all fasteners for reinstallation.

7.5 Record the Manufacturer’s name, Model and Serial

number including revision of software of the equipment identified in section 3.0.

7.6 Visually inspect the physical condition of the

equipment and systems identified in section 3.0 including associated antennas and wiring for any damage, corrosion, contamination, deterioration or signs of overheating.

7.6.1 Check the systems for loose connections and

contacts and plugs for proper seating. Verify all grounds straps

0455 - 4 and cable shielding are secure and in good condition.

7.6.2 Check all foundations, bracing, fittings, wireways, bolts and clamps for condition and tightness.

7.6.3 Check all stuffing tubes and cable transits

sources of power, antennas, batteries, hydrostatic releases, enclosures and location aids are in periodicity, good condition and operational. This should be undertaken using the manufacturer's instructions as guidance by qualified, trained and experienced personnel. Successful completion of the maintenance should be recorded in the ship’s onboard planned maintenance log.

7.7.3 Check that emergency sources of power and

batteries have capacity to operate the basic equipment for a minimum of 1 hour per SOLAS IV/3. Check that the chargers are the automatic type and can recharge the reserve batteries within

10 hrs.
