Statement of Work (SOW) For
Region 1 Maynard FRC Lobby Window Security Film Replacement
1.0 General
1.1 Background
The FEMA Region I FRC is located at 63 Old Marlboro Road, Maynard, MA. 01754. The facility utilizes a glass-front lobby as a primary entry control point for employees, visitors, and deliveries. The existing window tint on the lobby glazing is aged, peeling, and not designed to provide modern impact protection, blast resistance, visual privacy, or enhanced deterrence against forced entry. Security assessments have identified exterior glazing at entry control points as a vulnerability requiring mitigation. This project replaces the existing film with a high-performance safety and security window film and associated perimeter bonding to improve physical security, visual privacy, and solar control at the lobby.
1.2 Scope
The Contractor shall remove existing film from the designated lobby windows and doors, prepare the glass surfaces, and furnish and install new 8-mil safety/security reflective window film with a structural (wet-glaze) perimeter sealant system. The primary film type is Solar Gard Armorcoat 8 Mil Silver 20, or 3M Scotchshield Safety & Security Ultra S800 paired with an Exterior Reflective Mirrored Film, or equal, installed on the appropriate surfaces of the glass in accordance with manufacturer instructions. Work includes all labor, materials, equipment, protection of existing finishes, cleanup, and coordination necessary to provide a complete and functional system on the specified glazing, totaling approximately 230 square feet. All work shall be performed at the Region I Maynard facility during agreed-upon hours and in coordination with facility operations and security.
1.3 Objective
The objective of this project is to enhance the physical security and resilience of the lobby glazing by installing impact-resistant safety/security window film and a perimeter bonding system that helps keep glass within the frame when broken. The film shall provide daytime visual privacy from the exterior, reduce glare and solar heat gain in the lobby, and contribute to compliance with ISC Appendix B countermeasure requirements for exterior windows and entry control points. The film(s) installed may be combined assuming they meet the required metrics, or 2 separate films paired together to meet the required metrics. The end state is a lobby with upgraded glazing that improves intrusion deterrence, blast resistance, occupant safety, and operational continuity at this critical access point.
