Presolicitation Notice for Navy and FMS 5-Year Basic Ordering Agreement

This is a presolicitation notice (Notice ID N0038326RA055) published by the Department of Defense, Department of the Navy, NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia, for a 5-year Basic Ordering Agreement (BOA) to provide repair coverage of Navy and Foreign Military Sales (FMS) items for the P-8 Aircraft and T-700 turbo engine system components. The presolicitation was published on July 15, 2026, with a response deadline of July 30, 2026, at 2:30 PM EDT. The opportunity became inactive on August 14, 2026, following the standard 15-day post-response-date inactive policy. The items fall under Product Service Code 1680 (Miscellaneous Aircraft Accessories and Components) and NAICS Code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing).

The requirement involves items that are flight-critical and require Government source approval prior to contract award because adequate technical data is not available to support full and open competition. BAE Systems Controls INC. (Cage Code 63760) is identified as the only qualified approved source for these repairs. Non-approved sources may submit source approval information detailed in the NAVSUP WSS Source Approval Information Brochure available on the NAVSUP website. The Government intends to award sole source to BAE Systems Controls INC., with lack of response from other sources indicating non-interest. Orders will be issued pursuant to 10 USC 3204(A)(1). The contracting office is located at 700 Robbins Avenue, Philadelphia, PA 19111-5098, with the primary point of contact being Kristen Florczak (215-697-3770, kristen.florczak@navy.mil). Two attachments are available: an exhibit listing items and the formal synopsis notice.
