PERFORMANCE WORK STATEMENT
OCCUPATIONAL SAFETYAND HEALTH COMPLIANCE AND ASSESSMENT AUDIT SUPPORT
SERVICES
1.0 SCOPE: The U.S. Navy requires contractor support services to conduct annual Navy Occupational Safety and Health (NAVOSH) compliance audits/assessments at twenty-nine (29) Navy Reserve Centers (NRC); formerly Navy Operational Support Centers (NOSCs); located throughout Navy Region Southeast. These audits will focus on compliance with federal, state, and Department of Defense requirements in their respective jurisdictions. The audits may be used to supplement required fire inspections at the NRCs as well. It is recognized that while OSH performance at each facility may already be at a very high level, using an outside evaluator can provide a perspective on issues that may be overlooked due to excessive familiarity with operations. In addition, using a common external assessor will provide a consistent metric for evaluating each NRC, identify fleet-wide trends and common issues, and help with transfer of knowledge and performance/best practices across the Region.
2.0 PERIOD OF PERFORMANCE: The contract period of performance will be:
Base Period: 01 November 2024 through 31 October 2025 Option I: 01 November 2025 through 31 October 2026 Option II: 01 November 2026 through 31 October 2027 Option III: 01 November 2027 through 31 October 2028 Option IV: 01 November 2028 through 31 October 2029
3.0 BACKGROUND: The U.S. Navy has historically used contractor support services to perform Occupational Safety and Health (OSH) compliance audits/assessments to identify opportunities for improvement in NRC occupational safety and health programs across the southeastern region. The inspections completed under the current contract have shown numerous widespread deficiencies (including safety, electrical, fire) that are putting ashore Navy Sailors, Reservists, and Civilians at risk of injury. The deficiencies show facility degradation and risk to assets as well as mission readiness. To mitigate risks and improve readiness posture, NRCs require annual inspections. Due to the number and distribution of NRCs and the lack of safety professionals staffed at Commander, Navy Region Southeast (CNRSE) to inspect the NRC’s along with restrictions placed on inspecting some NRC’s by the Commander, Navy Installations Command (CNIC) Safety Operations plan, having a contract fulfills the same objective that has become a necessity.

Removal by Military Police: Contractor employees may be denied entry to or may be removed from the installation by Military Police if it is determined that the employee’s presences on the installation may be contrary to good order, discipline, or installation security and safety.
Removal for Unsatisfactory Performance: The Government reserves the right to require the Contractor to remove and replace any personnel who provide unsatisfactory performance, demonstrate insufficient knowledge, or possess inadequate skill levels necessary to complete assigned tasks. The skill level of the staff provided shall be current and consistent with new technologies.
17.0 INTERACTION WITH OTHER ACTIVITIES: Government and Contractor personnel will be working in common areas during working hours. Contractor performance shall not interfere with Government work in the area where any service or maintenance work is being performed. In the event the Contractor believes that Government and other Contractor personnel are interfering with the performance of the tasks described in this PWS, the Contractor shall notify the DGR immediately. The Contractor is obligated to continue performance of the effort described in this contract unless there is authorization from the KO or DGR/COR to stop work. Failure by the Contractor to notify the DGR and receive necessary instructions could result in denial of any additional costs incurred in performance of the contract under such conditions. Other Government Contractor’s may be performing required services in areas that interrelate with the requirements of this contract. The Government will facilitate initial contact between Contractor’s performing other contracts and this contract. The Contractor shall provide all further required coordination between other Contractor’s for any task specified in this contract that relates to or impacts on any other contracted work.
18.0 SAFETY: The Contractor is solely responsible for compliance of all safety regulations of employees while working on government owned facilities. All accidents which may arise out of, or in connection with, performance of services required hereunder which result in injury, death, or property damage, shall be reported in writing to the Contracting Officer and cognizant Contracting Officer Representative (COR) within twenty-four hours of such occurrence. Reports shall provide full details of the accident, including statements from witnesses. The fore-going procedures shall also apply to any claim made by a third party against the contractor as a result of any accident that occurs in connection with performance under this contract.
19.0 Defense Biometric Identification System (DBIDS):
The Defense Biometric Identification System (DBIDS) is a DoD-owned and operated system developed by Defense Manpower Data Center as a force protection program to manage personnel identity and access at DoD installations.
DBIDS is a network database system designed to easily verify access authorization of personnel entering military installations by using barcodes and fingerprint biometric identifications. To improve management and force protection at Navy installations, in 2017 the Navy transitioned from the Navy Commercial Access Control System (NCACS) to the Defense Biometric Identification System (DBIDS) for Contractors and vendors requiring access to an installation at no cost to them. NCACs cards are no longer accepted.
In order to obtain base access, an individual needs to acquire DoD sponsorship, have a thorough identity check, be properly vetted, and have a legitimate reason for base access. Identity checks require a passport or a Real ID Act-compliant state driver's license. Vetting occurs when the individual's background and ID are compared against authoritative criminal justice data bases, and the individual has a letter or official document from the sponsoring organization which articulates the reason for access. When the above criteria are satisfactorily met, DBIDs credentials are issued.
