SECTION C: STATEMENT OF REQUIREMENT
LAP3000 Radar Wind Profiler and RASS
1.0 Background/Introduction:
The Naval Postgraduate School (NPS) Meteorology Department (MR) Marine Atmospheric Measurements Laboratory (MAML) collects real‑time weather observations in the Monterey Coastal Region to support student coursework and graduate thesis research. High‑resolution wind and thermodynamic profiling are essential for analyzing meteorological processes within the marine boundary layer and the region’s complex coastal terrain.
Historically, these observations have been obtained using a combination of profiling technologies capable of measuring wind and virtual temperature (Tv) from approximately 30 meters to 5 kilometers with logarithmic vertical sampling. The High Resolution Profiler System – Boundary Layer (HRPS‑BL) concept includes three complementary subsystems: a radar wind profiler (RWP) profiler and a radio acoustic sounding system (RASS). These instruments provide overlapping and redundant capabilities that allow continuous data collection even under challenging atmospheric conditions such as low turbulence, precipitation, or elevated ambient noise MAML currently operates a Radian LAP‑3000 915‑MHz RWP‑RASS and is experiencing performance issues and malfunctions due to aging hardware, resulting in increasing gaps in data availability.
Although the broader HRPS‑BL concept includes multiple subsystems, this procurement action is solely for the acquisition of a direct replacement Radar Wind Profiler (RWP) and RASS. The RWP is the highest‑priority component requiring immediate replacement to ensure that MAML can continue providing high‑resolution wind profiling data essential for student research, instructional support, and ongoing scientific projects.

SECTION M: METHOD OF EVALUATION
Addendum to FAR 52.212-2(a): Evaluation Factors
M.1.0 BASIS FOR AWARD
The Government intends to award a single Firm-Fixed-Price (FFP) purchase order from this solicitation. Award will be made based on the LPTA source selection process to the offeror whose offer is determined to be technically acceptable, whose offer conforms to all contract requirements, is determined to be fair and reasonable, and who is deemed responsible in accordance with FAR Part 9 Contractor Qualifications.
The Contractor must submit ONE quotation in accordance with the directions set forth in Section L of this solicitation. The Government will not evaluate more than one quotation per Contractor. Furthermore, the Government reserves the right to award a contract without negotiations if the Contracting Officer determines that negotiations are not necessary.
M.2.0 EVALUATION FACTORS
The Government will evaluate the offers using the following factors:
Volume I - Technical Narrative Volume II - Quote
M.3.0 FACTOR 1 - TECHNICAL NARRATIVE
The Government will evaluate the Technical Narrative on an Acceptable/Unacceptable basis. The technical proposal must demonstrate a clear understanding of the requirements and provide all requested documentation. To be rated Acceptable, the proposal must meet the minimum requirements of all four (4) sub-elements outlined below. Failure to meet the standard for any single sub-element will result in an overall rating of Unacceptable.
Award will be made to that offeror whose quote contains the lowest price technically acceptable offer that meets the responsibility determination standards at FAR 9.104-1. However, the Government reserves the right to not award to an offeror whose price is significantly below the next lowest offeror, or is unable to determine fair and reasonable pricing.
Technical Evaluation Ratings: The Technical Factor will be evaluated on an Acceptable or Unacceptable basis using this rating table:
Table M.3.1: Evaluation Standards Rating Table
Sub-Element
Evaluation Standard (Acceptable Criteria)
Standard for "Unacceptable" Rating
1. Technical Approach
The offeror provides a logical approach for unpacking, on-site installation, and testing of the Scintec equipment, which will safely install and secure the new unit without causing structural damage to equipment or location, along with approach to uninstall the existing unit.
The narrative lacks a coherent installation plan, ignores site-specific conditions, or demonstrates a lack of understanding of the equipment setup.
2. Timeline and Schedule Milestones
The offeror provides a timeline capable of meeting the Period of Performance date covering estimated timeframes for: (a) equipment procurement, (b) delivery of the units to the site, and (c) final commissioning and Government acceptance.
The proposed schedule extends beyond the required Period of Performance or lacks a timeline for key milestones (delivery, install).
3. Qualifications & Experience
The offeror demonstrates that the technician assigned to this project possesses the technical competence to perform the installation through prior related experience, certification, or a combination of both experience and certification.
Fails to provide qualifications, or the provided qualifications show no relevant experience necessary for meteorological equipment installation.
4. Brand Name Compliance
The offeror explicitly confirms that their technical narrative and pricing are based exclusively on providing the exact Brand Name Scintec LAP3000 Radar Wind Profiler and Radar Acoustic Sounding System RASS Extension for LAP3000 with no "or equal" substitutions.
The quote proposes "or equal" items, alternate brands, or fails to specify the manufacturer and model.
Only those Contractors who score a rating of “Acceptable” in this Factor (1) will proceed for evaluation under Factor (2) Price.
M.4.0 FACTOR 2 - PRICE
The Government will evaluate offers for award purposes by adding the total price for CLIN 0001 through 0007 of this requirement.
The Contracting Officer will determine that the total price is fair and reasonable before awarding the purchase order.
The Government will evaluate the completed prices in Attachment (1): Pricing Spreadsheet for completeness and price reasonableness. The Contracting Officer must determine that the total price is fair and reasonable before proceeding to the award phase. The final Pricing Spreadsheet will then be incorporated into the contract for the awardee.
The Government may use various price analysis techniques, including comparison of proposed prices received in response to the solicitation and comparison to the Independent Government Cost Estimate (IGCE).
M.5.0 PRE-AWARD ASSESSMENTS: RESPONSIBILITY & SPRS
Prior to contract award, the Contracting Officer will review the following of the prospective awardee:
Verify the performance rating in the Supplier Performance Risk System (SPRS).
Conduct a responsibility determination in accordance with FAR 9.104-1.
Supplier Performance Risk System (SPRS):
The Contracting Officer will use the Supplier Performance Risk System (SPRS) in the evaluation of the Offeror's performance. SPRS retrieves item, price, quality, delivery, and Contractor information on contracts from Government reporting systems to develop risk assessments. SPRS is available at https://piee.eb.mil/.
Responsibility Determination:
An award will only be made to an offeror satisfying the general responsibility standards of FAR 9.104-1. The Contracting Officer may either make a responsibility determination without requesting any information from an offeror or require the offeror to provide information to substantiate that it satisfies the general responsibility standards of FAR 9.104-1. The information requested from an offeror will be specific to that offeror. For example, an offeror that the Contracting Officer is less familiar with may be required to provide information not required from another offeror. The Contracting Officer may consider an offeror's inability to promptly respond to a request for information as an indication the offeror is non-responsible since FAR 9.103(c) obligates prospective Contractors to affirmatively demonstrate their responsibility.
When the Contracting Officer requests responsibility information, the Contracting Officer's request, the offeror's response, and all related communications between the Government and offeror are solely for the purpose of determining whether the offeror is responsible. These communications will not constitute negotiations within the meaning of FAR RFO 15.204-2 since the offeror will not be given an opportunity to revise its quote.
While the Contracting Officer may require the offeror to provide any information related to the standards at FAR 9.104-1, the following are examples of information that may be required:
A demonstration, through information such as bank references and financial information (e.g., most current annual balance sheet), that the offeror has adequate financial resources to perform the contract.
A demonstration the offeror’s price is not so low as to call into question the offeror’s capability to successfully perform the contract.
Past performance information on recent contracts for items similar to this requirement, including a point of contact for the Government activity or commercial entity customer.
A demonstration the offeror can comply with the required performance schedule, including a transition plan.
A demonstration the offeror has, or can obtain, the organizational, management and technical skills to successfully perform. This demonstration may involve the particular personnel and approaches available to the offeror.
The offeror’s quality assurance procedures.
The equipment and facilities the Contractor will use.
Information demonstrating a proposed subcontractor satisfies the FAR 9.104-1 general standards of responsibility.
Completion of the Section K Certifications and Representations contained in this solicitation.
A demonstration the offeror isn’t an inverted domestic corporation.
Certificate of registration of the company.
A demonstration the offeror has all registrations, permits and licenses required to perform the contract in the locations for which the offeror is proposing.
In the event the offeror is a joint venture, a Memorandum of Association which indicates who has the authority to bind the company.
Nothing in this provision limits the Contracting Officer's discretion to rely on information available from other sources (e.g., past performance databases, discussions with other entities familiar with the offeror) or to use any other technique described in FAR Subpart 9.1 when determining whether the offeror satisfies the FAR 9.104-1 general responsibility standards.
