BASIS OF EVALUATION
BASIS OF EVALUATION
The Government will award a single contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Each quote shall be in the form prescribed by, and shall contain a response to, each of the areas identified in the solicitation provision entitled “FAR provision 52.212-1 Addendum, Instructions to Offeror’s—Commercial Products and Commercial Services.” The Government reserves the right to make award solely on initial quotes received.
Exchanges with Best-Suited Contractor:
Once the Government determines the contractor that is best-suited (i.e. the apparent successful contractor), The Government reserves the right to communicate with only that contractor to address any remaining issues, if necessary, and finalize a Contract with that Contractor. These issues may include technical and price.
The Government considers it to be in its best interest to allow consideration of award to the lowest priced technically acceptable Quoter. For evaluation purposes Quoters shall be listed in order of price from lowest to highest. Quoters will be deemed technically acceptable based on the following:
TECHNICAL ACCEPTABILITY:
To be determined technically acceptable, an offeror must submit a proposal that provides a total price for all line items in accordance with the Performance Work Statement (PWS). This will include assessing whether the hotel meets mandatory criteria such as proximity to the designated location, compliance with safety and security standards, availability of the required number of rooms and inclusion of essential amenities. Proposals that fully satisfy these requirements without exception will be deemed technically acceptable. Any offer failing to meet the minimum technical specifications (as outlined in the PWS) will be disqualified from further consideration, regardless of price competitiveness.
PRICE:
Price will be evaluated based on a comparative analysis of all submitted quotations to determine the lowest priced technically acceptable for the government. Prices will be reviewed for reasonableness and will be evaluated on an all-inclusive basis, considering factors such as room rates and additional services/amenities included. The evaluation will also assess whether the proposed price aligns with market standards and offers competitive rates while meeting the specific requirements as outlined in the PWS. The Government reserves the right to reject any price deemed unreasonable or unbalanced. Ultimately, the lowest-priced technically acceptable offer will be favored, provided all other requirements are met.
CONTRACTOR RESPONSIBILITY:
To be eligible for award, a quoter must be determined by the Contracting Officer to be a responsible prospective contractor under FAR 9.104. To be determined responsible, a quoter must:
(a) Have adequate financial resources to perform the contract, or the ability to obtain them;
(b) Be able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and Governmental business commitments;
(c) Have a satisfactory performance record;
(d) Have a satisfactory record of integrity and business ethics;
(e) Have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor an subcontractors);
(f) Have the necessary production, construction, and technical equipment and facilities, or the ability to obtain them; and
(g) Be otherwise qualified and eligible to receive an award under applicable laws and regulations.
