STATEMENT OF WORK (SOW)
United States Naval Academy (USNA)
Information Technology Services Division (ITSD)
Systems and Communications Department
FY26 Distributed Antenna System (DAS) Maintenance and Support
1. Background.
The United States Naval Academy (USNA) Information Technology Services Division (ITSD) provides Distributed Antenna System (DAS) a mission-critical infrastructure component that supports cellular and, in many cases, public safety radio services within multiple facilities yard wide. ITSD is looking to expand DAS services to Alumni Hall a large high-capacity venue. Alumni Hall requires dependable, high-capacity cellular connectivity to support daily operations, public safety communications, tenants, and guest usage. The current wireless infrastructure does not adequately meet existing or anticipated demand for commercial cellular services, emergency responder communications, operational staff connectivity, vendors, or visitor access.
2. Scope of Work
The scope of work encompasses the installation of four Multiple Input Multiple Output (MIMO) DAS Sectors in Alumni Hall at the United States Naval Academy. This is to provide the required coverage for the capacity of 4200 to 4300 users at a given time. A 48 Strand Armored Outside Plant Fiber will be installed from Mahan Hall to Alumni Hall utilizing the existing pathway.
The DAS inside of Alumni Hall will be split into 4 Sections or Sectors. Existing Closets and pathways will be used and all remote locations will be installed inside of closets called out during the initial walkthrough.
Confirmation will be made before construction commences.
All Omni Antennas will be secured to either drop ceiling tiles or existing building steel.
Directional Antennas in the Bowl will be installed to a wall-mounted bracket so precise sector coverage can be achieved during commissioning. Cabinets will be installed in all remote locations in order to protect the remotes from traffic in and out of the rooms. The contractor shall install Uninterruptible Power Supply (UPS) systems at each remote location and the headend, ensuring a certified minimum runtime of one (1) hour under full load following a power outage.
Benchmark Testing and Closeout Documentation will be provided at the end of construction. The scope of work includes one (1) year of maintenance for the DAS solution, which includes comprehensive system cleaning and performance tuning, supplemented by the delivery of detailed maintenance logs. The contractor is required to provide remote diagnostic support, on-site service calls, and annual system 'data walks' to verify and maintain optimal operational functionality.
Provide the supplies listed in the table(s) below to the place of performance.
