About this file

This is a Justification Restricting Competition document (Document Number 26-291) for a sole source acquisition by the United States Naval Academy through NAVSUP Fleet Logistics Center Norfolk.

The procurement establishes a firm, fixed-price purchase order with Allegheny Industries Inc. for the provision and installation of four Multiple Input Multiple Output (MIMO) Distribution Antenna System (DAS) sectors in Alumni Hall at the United States Naval Academy. The system will provide cellular and public safety radio coverage for 4,200 to 4,300 users and includes one year of maintenance comprising comprehensive system cleaning, performance tuning, detailed maintenance logs, remote diagnostic support, on-site service calls, and annual system data walks. The base period runs from October 1, 2026, through September 30, 2027. The procurement will be funded with FY26 Other Procurement—Navy (OPN) appropriations. Allegheny Industries has provided 100 percent of DAS system support for USNA over the past 12 years and previously installed this infrastructure under sole source FFP purchase order N0019926PL059, set to expire March 31, 2027.

The justification for sole sourcing cites the mission-critical nature of the DAS infrastructure, which supports emergency communications and cellular connectivity across campus. A Sources Sought Notice posted on August 28, 2026, yielded ten vendor responses, but none were determined capable of performing the required work due to the specialized expertise and unique historical knowledge required to maintain system continuity and reliability. The contracting officer has determined the anticipated cost to be fair and reasonable. NAVSUP FLC Norfolk has no current plans to compete future contracts for these services but will reassess if another qualified source emerges.
