About this file

This document is a Sole Source Justification (SSJ) for the U.S. Naval Observatory (USNO) to acquire Configuration Management Pro (CMPro) software licenses from Professional Systems Associates, Inc. (PSA, Inc.). The procurement involves a five-year contract for CMPro licenses and support, including 5 and 10 concurrent user license upgrades, bronze level product support, implementation support, and travel. The base year and four option years will be funded through Navy Operations & Maintenance Navy (OM&N) appropriations, with PSA being the sole authorized vendor.

The justification is based on PSA being the proprietary owner of CMPro, with exclusive development and support capabilities. A Request for Information (RFI) was posted on SAM.gov on April 23, 2025, with a response date of May 2, 2025. Only one response was received from Vesequ, LLC, which was not an authorized reseller. The contract will be awarded via PSA's existing GSA Contract GS-35F-0473S, with CMPro being a commercial off-the-shelf (COTS) software solution already approved and in use by the U.S. Navy, including Naval Information Warfare Systems Command (NAVWAR).

4. Statutory Authority Permitting Sole Source.

The statutory authority permitting this sole source action is 41 U.S.C. 1901, Simplified acquisition procedures - a sole source acquisition using simplified acquisition procedures for the acquisition of commercial items, as implemented by FAR 13.501(a).

5. Rationale Justifying Use of Cited Statutory Authority.

PSA advises they hold a current GSA contract (GS-35F-0473S, effective 26-AUG-2024), and have provided both GSA and Commercial Pricing lists. CMPro is a commercial off the shelf (COTS) software solution developed by PSA with an architecture that allows rapid customer-driven development around its core CMPro “engine” to meet the needs of each client’s unique business process environment (with all CMPro development handled exclusively by PSA). CMPro is in use by the U.S. Navy currently, including Naval Information Warfare Systems Command (NAVWAR), which oversees the USNO’s networks. It is DON Application and Database Management System (DADMS) approved in the U. S. Navy without restrictions. CMPro is also registered in DITPR DON (Department of Defense Information Technology Portfolio Repository Department of the Navy). The major benefit of this solution is the DITPR DON and DADMS presence, which allows USNO to inherit the Configuration Management (CM) solution and meet Risk Management Framework (RMF) controls.

In their statement dated April 10, 2024, PSA affirms they are the sole source provider for all CMPro software and related licenses (including Concurrent User Licenses (CULs)). PSA sells CMPro commercially and via a GSA contract. PSA is the only authorized seller of CMPro. Thus, the USNO requests this sole source action in accordance with the provisions of Federal Acquisition Regulation (FAR) 6.302-1(a)(2), “Only one responsible source and no other supplies or services will satisfy agency requirements.”

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable, including a Description of Market Research, if applicable, and a List of Interested Sources, if any.

A Request for Information (RFI) was posted to SAM.gov on 23 April 2025, with a response date of 02 May 2025 . The RFI requested interested vendors to provide capability statements describing the vendor’s capacity to perform the type of work, and documentation of technical expertise in sufficient detail for the Government to determine that the company possesses the necessary functional area expertise and experience to compete for this acquisition, as specified in the PWS. There was one (1) response to the RFI with the business size under NACIS 513210, which was specified as the NAICS code on SAM.gov, Vesequ, LLC. is not an authorized reseller. Vesequ did not provide an authorized reseller’s letter when requested by the Contract Specialist. Therefore, no authorized resellers responded to the RFI.

Additionally, PSA is the proprietary owner of and sole vendor with in-depth knowledge, proprietary expertise, and ability to provide direct support and enhancements ensure seamless implementation with long-term reliability.

As detailed above, PSA was the only source found to be capable of providing the required licenses agreement required by the USNO.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this Justification will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, NAVSUP FLCN has no plans at this time to compete future contacts for the types of supplies/services covered by this document. If another potential source emerges, NAVSUP will assess whether competition for future requirements is feasible.

9. Contracting Point of Contact. The point of contact at NAVSUP Fleet Logistics Center Norfolk is Porchia Locke, Code 211.2, who may be contacted at commercial (757) 443-1976 or by e-mail at porchia.y.locke.civ@us.navy.mil.
