Repair John Deer forklift
- Model 544E 10K forklift, SN# DW544ER532805 Registration number 18-84858
- Problem Description: The equipment will not maintain a sealed, pressurized cooling system due to a suspected internal mechanical failure.
Specifically, high-pressure combustion gas is bypassing the cylinder seals and leaking directly into the engine block's water jacket (indicative of a blown head gasket, dropped cylinder liner, or cracked cylinder head). Because the system fails to isolate combustion pressure from the coolant loop, the engine is actively forcing air and fluid out of the coolant reservoir, rendering the machine unsafe for duty cycles due to imminent risk of a severe thermal event and catastrophic engine damage.
- Scope: Diagnose full extent of engine issue, suspected repairs include removal and repair, or replacement of engine.
o Repairs need to be IAW John Deere TM1413 and IAW John Deere TM1414 by an authorized John Deere dealer or OEM.
o Required completion date: 15 NOV 26
- No existing warranty or maintenance agreement in place
NOT TO EXCEED CLIN: Additional diagnostic services and/or repairs may be required during performance of this contract to ensure the forklift is restored to a fully functional and operational condition. The Contractor is authorized to perform additional diagnosis and/or repair work on a not-to-exceed (NTE) basis of $5,000.00.
Prior to performing any work beyond the initially authorized scope, the Contractor shall provide the Government with a written description of the additional diagnosis or repair required, including the identified deficiency, recommended corrective action, and an itemized cost estimate for all associated labor, parts, materials, and other applicable charges.
The Contractor shall not initiate, perform, or incur costs for any additional diagnostic services or repairs without prior written approval from the Government. Approval by Government personnel who do not possess the appropriate authority to authorize additional work or expenditures shall not constitute authorization to proceed.
The Government's liability for additional diagnosis and/or repair services is limited to the amount specifically authorized by the Government and shall not exceed the $5,000.00 NTE amount established under this contract unless otherwise modified in writing by the Contracting Officer. Any work performed or costs incurred without prior Government authorization shall be at the Contractor's own risk and shall not be reimbursable by the Government.

Basis of Evaluation-Commercial Products and Commercial Services per FAR Subpart 12.203
Per FAR Subpart 12.203(a): This is to notify potential offerors that the basis on which award will be made is price, and technical capability. The Contracting Officer will use best value. This solicitation is not required to state the relative importance assigned to each evaluation factor and subfactor, nor are they required to include subfactors.
Price - The Government will evaluate price in accordance with FAR 12.204(a), Price Reasonableness. The Government may evaluate any and all information submitted by the offeror to support the reasonableness of the prices offered. The method of evaluation used is solely within the discretion of the Contracting Officer.
- Price will be evaluated by multiplying the estimated quantities by the offered unit price for each line item and then adding the totals together thereby identifying the offeror's total estimated price for each line item.
Note: Offerors that do not offer all items or which offer only partial CLIN pricing will be considered non-responsive. Failure to furnish the price in accordance with the instructions above shall render the offer unacceptable.
Technical Capability: The technical rating reflects the degree to which the proposed approach meets or does not meet the minimum performance or capability requirements. For an offer to be found technically acceptable, the offer must clearly meet the minimum requirements of the solicitation. Failure to provide the following will result in an unacceptable rating:
1. LOCATION ADDRESS OF THE REPAIR FACILITY IN WHICH THE FORKLIFT WILL BE DELIVERED
AND REPAIRED.
2. CONFIRMATION VIA TECHNICAL VOLUME SUBMISSION THAT ONLY JOHN DEERE OEM PARTS
WILL BE UTILIZED FOR THE REQUIRED REPAIRS.
If the offeror is found to be "Unacceptable", then the offeror will be removed from further consideration of the award.
Acceptable (A)
The offer meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is low.
Unacceptab le (U)
The offer does not meet requirements of the solicitation and/or risk of unsuccessful performance is unacceptable. Offer is unawardable.
Past Performance: The Government will make an initial assessment of the past performance of the lowest-priced, technically acceptable quoter as an element of responsibility. The Government will review available information including but not limited to the Contractor Performance Assessment Reporting System (CPARS), representations and certifications found on SAM.GOV, Integrity reports, and SUPPLIER PERFORMANCE RISK SYSTEM (SPRS). The Government may also consider other sources of information.
- Initial Rating: The initial assessment will result in a rating of "Satisfactory" or "Unsatisfactory."
- Satisfactory. The quoter's performance record indicates a reasonable expectation of successful performance.
- Neutral. In the case of quoters for which there is no information on past contract performance or where past contract performance is not available, the quoters may not be evaluated favorable or unfavorable on the factor of past contract performance. In this case, the quoter's past performance is unknown and considered neutral.
- Unsatisfactory. The quoter's performance record leads the Contracting Officer to believe there is not a reasonable expectation of successful performance.
Responsibility: Pursuant to FAR 9.104-3(d), upon making a determination of nonresponsibility with regard to a small business concern, the Contracting Officer shall refer the matter to the Small Business Administration which will decide whether to issue a Certificate of Competency.
