About this file
This is a Quality Assurance Surveillance Plan (QASP) for the USS HIGGINS (DDG-76) FY26 6C1 Surface Restricted Availability (SRA) Bundle #2 contract (Solicitation N6264926RA038). The QASP establishes the Government's performance criteria, surveillance methods, and oversight procedures to ensure the contractor delivers timely, adequate, and complete work meeting contract specifications. Key government personnel include the Administrative Contracting Officer (ACO), who holds final responsibility for assessing contractor performance adequacy, and the Project Manager/Contracting Officer Representative (PM/COR), who provides technical administration and maintains quality assurance documentation. The Government will employ multiple surveillance methods including direct on-site observation, verification of deliverables and documentation, and inspections as needed, with continuous monitoring and periodic analysis of surveillance frequency appropriateness.
The QASP defines specific performance standards and acceptable quality levels across five primary assessment areas: Schedule and Associated Reports (per NAVSEA Standard Item 009-60, including Initial Integrated Production Schedule, Schedule of Record, Weekly IPS, and 25/50/75 Percent Conference Support); Corrective Action Requests (CARs) requiring contractor response by specified dates; Accuracy of Condition Found Reports (CFRs) submitted via hard copy or approved electronic media; Letters of Concern (LOCs) and Letters of Direction (LODs) requiring timely contractor response; and Cure Notices and Show Cause Notices per FAR 49.402-3. The PM/COR will assign ratings of acceptable or unacceptable based on these standards, and performance documentation will be maintained for potential use in Contractor Performance Assessment Report System (CPARS) records and future contractual actions.
