About this file
This is a technical specification document issued by Lehi City Power for the procurement of two three-phase power transformers to be installed at the Carter Substation in Lehi, Utah. The specification establishes comprehensive technical and reporting requirements for the design, fabrication, inspection, testing, delivery, dressing, and filling of transformers rated at 138kV primary voltage and 13.2kV nominal secondary voltage, with continuous duty operation at 4,600 feet above sea level. Bidders must submit questions by 5:00 PM MST on December 4, 2025, with sealed bid proposals due electronically by 5:00 PM MST on December 11, 2025. The transformers are expected to be installed in May 2029, with preliminary outline drawings and any relevant auxiliary information required as part of the bid submittal. The specification mandates that one reproducible set of drawings be submitted for engineer approval, followed by final submittals including three hard-bound copies of installation and maintenance manuals, certified test reports, and equipment drawings. The City will contract a field services engineer from the successful bidder to oversee transformer dressing after placement on the foundation, with acceptance testing conducted by an independent testing company contracted by the City.
Pricing shall be submitted on a per-unit basis for the two transformers, FOB at the substation foundation, with separate line items for field service engineering and technician costs covering three days of on-site work, spare bushings, and costs for additional service days. The specification includes a loss evaluation methodology whereby guaranteed no-load losses are valued at $2,943 per kilowatt, full-load winding losses at $1,329 per kilowatt, and auxiliary losses at $137 per kilowatt over a 30-year transformer life; if actual certified test losses exceed the seller's guaranteed values, the difference will be deducted from the invoice as a cost penalty. All transformers must be manufactured and assembled in the United States of America and carry a five-year warranty from final acceptance. The specification references applicable ANSI, NEMA, NFPA, and ASTM standards, with extensive technical requirements addressing core and windings, tank construction, radiators and cooling systems, bushings, current transformers, surge arresters, control cabinets, grounding provisions, load tap changer specifications, factory testing protocols, and exterior finish standards including ANSI Gray 70 paint meeting IEEE C57.12.29 durability requirements.
