About this file
This is a Student Subscription Access Proposal between Block Club Chicago and City Colleges of Chicago (CCC) for a one-year newspaper subscription partnership commencing in May 2026. The proposal extends full Block Club Chicago digital access to all full-time CCC students, providing unrestricted access to news reporting, investigations, neighborhood profiles, arts and culture coverage, and political news. Included benefits encompass access to 13 neighborhood newsletters distributed twice weekly, special virtual and in-person events, a daily citywide morning newsletter, topical newsletters covering arts and culture, food and dining, and LGBTQIA+ features, and a quarterly subscriber-exclusive newsletter. The proposal includes a student onboarding package featuring a dedicated CCC page on Block Club's website for subscription activation, welcome emails from neighborhood reporters, and subscription access guides. CCC must select between two access models: Option 1 utilizes an access code distributed to students for self-enrollment with no data sharing agreement required, or Option 2 employs a hybrid approach where CCC provides student email addresses to Block Club for direct enrollment while maintaining the access code option. Student access expires one year after the contract start date, with provisions for multi-year contracts coordinating expiration to enrollment or graduation status.
The total cost for this one-year agreement is $50,000, invoiced upon execution. The contract includes renewal options with terms to be renegotiated at that time. If Option 2 is selected, parties must execute a separate data-sharing agreement prior to launch. The proposal identifies additional partnership opportunities available under separate agreements, including alumni membership access with discounted rates, creation of a targeted email list for current and former CCC students, staff and faculty membership access, and bundled discounted advertising packages. No specific response dates, bidder meetings, site visits, or award dates are referenced in the proposal.

● New CCC sign-ups receive a welcome email from the Block Club reporter covering their neighborhood, plus an introduction to Block Club and a guide to accessing their subscription benefits.
AGREEMENT TERMS
Term: One year from the agreed-upon start date.
Cost: $50,000, invoiced upon execution of agreement.
Renewal: This agreement includes the option to renew, with terms to be renegotiated upon renewal.
Access Method:
Block Club Chicago can offer two access models. CCC may select the option that best fits their operational needs and timeline:
Option 1 — Access Code: CCC distributes an access code to all students, redeemable on a dedicated City Colleges page on Block Club's website. Students self-enroll and receive the full onboarding experience upon sign-up. No data sharing agreement required.
Option 2 — Hybrid: CCC provides Block Club with the CCC email addresses of enrolled full-time students via a data sharing agreement, enabling direct enrollment. The access code will still be available for students without a CCC email address.
Scope: All full-time CCC students.
Duration: Student access will expire one year after this contract’s start date unless renewed. In the event of a multi-year contract, Block Club will coordinate access expiration linked to enrollment or graduation status.
NEXT STEPS
● CCC selects preferred access model — Option 1 (Access Code) or Option 2 (Hybrid)
● Parties finalize agreement, including agreed-upon start date
○ If Option 2 is selected, parties will execute a separate data-sharing agreement prior to launch
● Block Club builds dedicated CCC page, develops Student Onboarding Package, and creates access code
● CCC develops student communications and distribution plan
● Partnership launches on agreed-upon start date
ADDITIONAL OPPORTUNITIES
This contract does not include some additional partnership opportunities we’ve identified in previous conversations, including those outlined below, which would require a separate agreement with additional terms and pricing.
● An “offboarding” journey for students losing CCC email account access that links their BCC user profile to their personal email, for subscription access continuity, incentivized by a discounted alumni membership rate
● Creation of a distinct email list for current and former CCC students, available to CCC for targeted communications in coordination with our advertising team
● Staff and faculty membership access available with an alternate expiration timeline
● Opportunity to bundle a discounted advertising package(s) as an add-on to our membership purchase agreement
