About this file
This document is a Basewide Blanket Purchase Agreement (BPA) for HVAC Rental Services administered by the 482d Contracting Squadron at Homestead Air Reserve Base (HARB) in Florida. The BPA provides a framework for acquiring all labor, materials, tools, equipment, subcontractor coordination, and administrative costs necessary to supply HVAC rental equipment services on an as-needed basis during the delivery period.
The BPA has a five-year effective period (estimated August 2026 through August 2031) with a cumulative total value ceiling of $350,000.00, with individual calls not to exceed $150,000.00. The contractor must provide fully burdened pricing rates inclusive of equipment, power cables, adaptors, fuel, transportation/freight, mobilization, installation, tear down, and preventative maintenance. Pricing must be as low as or lower than the contractor's most favored customer pricing, plus applicable prompt payment discounts. BPA Calls are issued via written email or emergency telephone contact by authorized representatives listed by the Contracting Officer. Calls at or below $10,000.00 are processed through the Government Purchase Card (GPC) with no surcharges permitted. All deliveries and services must include detailed service/delivery tickets and monthly invoices, with standard calls processed through the Wide Area Workflow (WAWF) application. The agreement may be modified or canceled by either party with 30 days' written notice, and is subject to annual review to ensure compliance with applicable statutes, executive orders, and Federal Acquisition Regulation requirements. Only the Contracting Officer is authorized to approve changes, modifications, or contractual problem resolutions.
