1.1. Background
This requirement is located at the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT).
NUWCDIVNPT is a Department of the Navy full-spectrum research, development, test and evaluation, engineering, and fleet support center for submarine warfare systems and other systems associated with undersea warfare. This project will provide Uninterruptable Power Supplies, (UPS), to the NUWCDIVNPT Data Center in building 104. Overhead type funding is utilized as costs are associated with the general operations of the Division.
1.2. Scope
In accordance with this statement of work and NUWC drawing 20-035A (one sheet), the contractor shall remove the three existing 80KW UPS systems and provide a new 480V 125KW (scalable to 250KW) UPS System. As part of the new UPS System, the contractor shall include: maintenance-bypass switch; lithium ion batteries and associated racks; 250KVA Power Distribution Unit (PDU) with 480V to 208Y/120V step down transformer and five sub-feed breakers; five 250A/3P busway sections with bus taps; all interconnecting wiring and conduit; and electrical feeds.
2.0 Applicable Documents (AD)
2.1 NUWC Drawing Package 20-035A (one sheet)
2.2 M-385-1-1 US Army Corps of Engineers Safety and Health Requirements Manual (Rev 2014)
3.0 Requirements
In performing the below tasks, the contractor shall comply with AD 2.2 and National Fire Protection Association (NFPA) 70, NFPA 70E, NFPA 241 and Federal and State OSHA regulations. The most stringent standard prevails. Additionally, the contractor shall ensure individuals performing the work use all required Personal Protective Equipment (PPE), including appropriate arc flash protection when verifying whether circuits are de-energized OR when working on “live” equipment that has been government approved due to a special circumstance.
3.1 System and Material Requirements
3.1.1 UPS System
The Contractor shall provide a continuous duty, three phase, solid-state, on-line double conversion reverse transfer static UPS. The UPS, by means of solid-state conversion techniques, must provide continuous regulated AC power to its output terminals, while operating from an input power source, cabinet mounted direct current (DC) storage battery or other approved means. The performance of the UPS must not be degraded when operating without a system battery, provided the input AC source is within tolerance. The contractor shall provide an UPS system that conforms to UL 1778 and consists of an UPS module, battery system, battery protective device, system cabinet, static bypass transfer switch, controls and monitoring, system protective devices, means of isolating the UPS system from the critical load, remote monitoring interfaces, a PDU with step down transformer and five sub-feed breakers, five busway sections with bus taps, all interconnecting wiring and conduit, and electrical feeds. The UPS unit shall be scalable. The Contractor shall prepare a UPS System and Components Report, to include: wiring diagrams that identify circuit terminals and indicate equipment internal wiring and the interconnections between each item of equipment; and installation details shall indicate adequate clearances to be maintained, as well as, maintenance requirements. (CDRL A001).
3.1.2 Conduit
The contractor shall provide conduit that is electrical zinc coated Steel Metallic Tubing (EMT) conforming to UL797, ANSI C80.3. The contractor shall provide fittings that are steel compression type. The contractor shall not use Set Screw fittings and Die Cast Fittings. Liquid-tight flexible metal conduit may be utilized where specified on drawings (AD 2.1), in lengths not exceeding 6 feet. The Contractor shall prepare an Electrical Materials Report indicating electrical materials to be utilized. (CDRL A002)
For 3.1 above: The contractor shall provide materials and equipment that are products of manufacturers regularly engaged in the production of such products that are of equal material, design and workmanship.
Products shall have been in satisfactory commercial or industrial use for 2 years prior to solicitation issue date. The 2-year period shall include applications of equipment and materials under similar circumstances and of similar size. The product shall have been for sale in the commercial market through advertisements, manufacturers' catalogs, or brochures during the 2-year period. Where two or more items of the same class of equipment are required, these items shall be products of a single manufacturer; however, the component parts of the item need not be the products of the same manufacturer. The Contractor shall prepare an Electrical Materials Certification Report indicating the electrical materials meet or exceed the criteria above. (CDRL A003).
3.2 Installation and Testing Requirements
Prior to beginning Task 3.2.1, the contractor shall provide an Activity Hazard Analysis (CDRL A004).
The principle purpose of an AHA is to reduce the overall risk of the hazards associated with the performance of work. The contractor shall also use the AHA to ensure the implementation and effectiveness of the activity's safety and health controls. The contractor shall provide an AHA for every operation involving a type of work presenting hazards not experienced in previous project operations or where new employees (either prime or subcontractor) are performing work. Refer to AD2.2 Paragraph 01.A.14 for guidance on writing AHA’s.
3.2.1 Installation
The contractor shall perform electrical installation that conforms to requirements of NFPA 70, IEEE C2 and any additional requirements identified in this SOW or AD 2.1. The contractor shall:
• Provide insulated copper conductors installed in electrical metallic tubing except where specifically identified in this SOW or AD 2.1, or required by NFPA 70 to be installed in a different manner.
• Provide a green insulated equipment grounding conductor for all circuits. This conductor shall be separate from the electrical system neutral conductor.
• Provide conduit sizes as indicated but in no case shall the conduit size be smaller than three quarters of an inch.
• The contractor shall keep conduit minimum 6 inches away from parallel runs of steam or hot water pipe and install conduit parallel with or at right angles to ceilings, walls, and structural members where located above accessible ceilings and where conduit will be visible after completion of services.
• Support conduit by pipe straps, wall brackets, threaded rod conduit hangers, or ceiling trapeze and fasten by wood screws to wood; by toggle bolts on hollow masonry units; by concrete inserts or expansion bolts on concrete or brick; and by machine screws, welded threaded studs, or spring tension clamps on steel work. The contractor shall not exceed one-fourth proof test load for load applied to fasteners and shall not support conduit by ceiling support system.
• Make changes in direction of runs with symmetrical bends or metal fittings and make field made bends and offsets with hickey or conduit bending machine. The contractor shall not install crushed or deformed conduits. The contractor shall fasten conduits to sheet metal boxes and cabinets with two locknuts where required by NFPA 70.
Note: Building 104 UPS operation is critical to NUWCDIVNPT. Therefore, any work requiring a power outage must take place during weekend hours, from 1800 Friday to 0600 Monday, in co-ordination with NUWCDIVNPT Facilities Branch Code 1021.
