About this file
Attachment Q is a Diversity Business Enterprise (DBE) Program document issued by the County of Delaware, Pennsylvania, establishing guidelines and requirements for prime contractors bidding on county projects to demonstrate their commitment to utilizing diverse business enterprises. The attachment requires all bidders, proposers, or statements of qualifications submitters to complete and submit a Contractor/Consultant Statement indicating whether they plan to employ DBE subcontractors, consultants, vendors, or suppliers. Contractors must select one of three options: Option A, committing to subcontract with diverse businesses and specifying the estimated dollar value and detailed information for each diverse business engaged; Option B, self-classifying as a diverse business if applicable; or Option C, declaring intent to perform work without utilizing diverse business enterprises. The statement must be completed with the bidder's company name, project name, bid amount, authorized representative signature, and contact information, then submitted within the bid or proposal envelope.
The DBE program defines eligible diverse businesses as minority-owned businesses (MOB), women-owned businesses (WOB), service-disabled veteran-owned businesses (SDOV), and small businesses (SB), each with specific ownership and operational criteria. Minority-owned and women-owned businesses must be at least 51 percent owned and controlled by minority individuals or women, respectively. Service-disabled veteran-owned businesses must be at least 51 percent owned by a service-disabled veteran with a minimum 20 percent service-connected disability. Small businesses are defined as those with total gross receipts not exceeding $10 million over a three-year period or employing no more than 99 full-time employees. The program aims to support historically marginalized business classifications and address past discrimination in economic participation by tracking and encouraging diverse business utilization on county projects.
