About this file
This document is a Certification Regarding Lobbying form (Attachment C), designed for federal contract opportunities expected to exceed $100,000. The form requires offerors to certify that they have not used federal appropriated funds to influence or attempt to influence government officials in connection with federal contracts, grants, loans, or cooperative agreements. If any non-federal funds have been used for lobbying purposes, the offeror must complete and submit a Standard Form-LLL "Disclosure Form to Report Lobbying" in accordance with instructions.
The certification is a material representation of fact, and submission is a prerequisite for entering into federal transactions as imposed by 31 U.S.C. § 1352. Failure to file the required certification can result in civil penalties ranging from $10,000 to $100,000 for each failure. The document mandates that the certification language be included in all subaward documents at all tiers, with all subrecipients required to certify and disclose accordingly. Offerors must understand and agree that the provisions of 31 U.S.C. § 3801 et seq. apply to this certification and any accompanying disclosures.
