The project involves constructing approximately 1,771 linear feet of wildlife-friendly fence on a flat, mowed wheatgrass field. The fence must be completed by November 30, 2025, with no work permitted between October 15th and October 30th. Bidders are strongly recommended to review project maps and shapefiles, and may submit clarifying questions through the Utah State Purchasing site. The contract will be awarded to the lowest responsive and responsible bidder who meets experience and equipment requirements.
The contract will be bid on a per-foot pricing model, with the total price including all labor, equipment, materials, mobilization, and operating costs. No fuel surcharges or adjustments will be negotiated. The project requires a wildlife-friendly fence specification with four wires: a barbless top wire at 42" maximum height, a smooth bottom wire 16-18" from the ground, and two barbed wires spaced between. The contractor must provide all new materials, including T-posts, galvanized wire, fence stays, braces, and staples. The project site is accessible by paved and dirt roads, and four-wheel drive vehicles are recommended. Payment will be a single lump-sum final payment following a successful final inspection, with partial payments potentially considered at the state's discretion.
