About this file
This is a Scope of Work attachment for an Invitation for Bid issued by the State of Utah Division of Purchasing on behalf of Wildlife for Contract JF26-69. The project requires the provision and delivery of D50 48-inch riprap quarried stone to three designated locations along the Strawberry River to support stream restoration efforts. The riprap specifications include up to 25 percent of the total volume in the 4-foot to 6-foot diameter range, with no harvested boulders permitted. Purchasing is scheduled for April or May 2026, with all deliveries required before June 30, 2026. The contract is anticipated to result in a single award to the lowest cost responsive and responsible vendor, with pricing guaranteed through project completion within fiscal year 2026.
The project budget is $182,000 and is funded through Watershed Restoration Initiative funding. The riprap will be stored at three specific GPS-coordinate locations accessible to large vehicles, with single-side dump trucks required for proper placement in storage areas. The project addresses stream degradation and habitat loss caused by wildfires and flooding on the Strawberry River, with the ultimate goal of ecosystem restoration, fishery recovery, and protection of public safety and infrastructure from erosion and encroachment.

Scope of Work for Contract JF26-69 for Riprap Attachment: B
JF26-69 for Riprap at Strawberry River
Introduction This scope of work is for $182,000 worth of D50 48-inch riprap. This riprap will be used to complete stream restoration on the Strawberry River in the summer and fall of 2026. Wildfires and flooding in the Strawberry River channel have resulted in significantly degraded habitat and stream encroachment on man-made structures and roads. D50 48-inch and larger riprap is essential for creating riprap and stream structure that can withstand high amounts of flow and water-based erosion. We would also like up to 25% of the total volume to be in the 4ft to 6ft diameter range. Implementation of this riprap will help restore this ecosystem, resulting in healthy fishery, as well as create safe conditions for people using the area.
The purchase and delivery must be completed before June 30th, 2026. Once the riprap is transported, they will be stored at multiple locations along the Strawberry River that are accessible to large vehicles.
Single side dump trucks will be necessary to properly dump riprap in storage locations. Strategic placement close to the river will increase efficiency when we begin to place the boulders using heavy equipment.
Background Forest fires and resulting flooding have resulted in the downfall of the fishery, and ecosystem, that is the Strawberry River. The aquatic section routinely accomplishes projects that focus on improving fisheries, providing recreational opportunities for the public, and ensuring those opportunities are safe for the public. In the Strawberry River, mass amounts of erosion and sedimentation have destroyed habitat for wildlife and has encroached on, or even damaged, roads and personal property. Without intervention, flooding onto non-desirable floodplains and bank encroachment will continue to occur. To create a safe environment that also restores the ecosystem of the Strawberry River, long-lasting, stabilizing structures are needed. In this case, D50 48-inch riprap and larger can be used for riprap and wildlife habitat. These structures will be able to withstand high amounts of water-driven force and redirect that force to the desired stream channel.
Scope of Work Provide and deliver ripraps to storing locations along the Strawberry River. These locations are 40.11883, -110.83184; 40.11613, -110.82639; and 40.11577, -110.81308. A map of these locations is attached.
Riprap must be D50 48-inch rip rap, up to 25% of total volume in the 4ft to 6ft diameter range, and quarried stone only. No harvested boulders.
The purchase will be paid for through Watershed Restoration Initiative funding.
