About this file
This is a Scope of Work document for the State of Utah Division of Wildlife Resources (DWR) in conjunction with the Bureau of Land Management (BLM), detailing aerial seeding services for the Big Springs Fire recovery project in Tooele County, Utah. The project encompasses approximately 370 acres of BLM and State lands located on the west bench of the Stansbury Mountain Range at elevations between 4,100 and 6,500 feet. The contractor must provide aerial seeding services using a mix of grasses, forbs, and shrubs applied at a rate of approximately 14.75 lbs. per acre on 340 acres of BLM lands and 23.7 lbs. per acre on 30 acres of State lands. The aircraft must be equipped with GPS technology to establish flight lines ensuring 100% coverage and must be capable of handling approximately 6,947 lbs. of seed material. Seeding operations are scheduled to occur between December 12, 2025, and January 10, 2026, with work required to begin by 8:00 a.m. daily to minimize wind-related seed drift. The Government reserves the right to postpone operations if wind speeds exceed 10 miles per hour. The nearest airport is Tooele Valley Airport (TVY) located approximately 17 air miles southeast of the project site.
The Government will supply all pre-mixed seed in bulk totes at agreed-upon locations at each project site, with the contractor responsible for providing equipment and personnel for unloading and loading seed. This Request for Quotes is evaluated on objective criteria with lowest cost as the determining factor for award. Only one primary bid per vendor will be accepted, and any exceptions to specifications must be protested in writing to the Division of Purchasing prior to the closing date. The State reserves the right to solicit additional quotes via email, phone, or other methods permitted under the Utah Procurement Code.
