About this file
This Scope of Work document outlines the specifications for a five-year contract awarded by the State of Utah Division of Purchasing through the Wildlife Resources division to supply wire and plastic seals for the Aquatic Invasive Species (AIS) Program. The contract requires four-ply 30 gauge braided galvanized wire with an approximate outside diameter of 0.9mm, preferably supplied in 500' or 1000' spools, and plastic Styrene seals in dark blue and orange with a numbered system, sized between 25-35mm long and 8-11mm wide, equipped with metal locking mechanisms to permanently attach to wire and prevent tampering. Based on historical usage, the state anticipates ordering approximately 500 wire spools of 1000' wire and at least 50,000 seals over the contract period, though quantities are subject to annual variation based on program needs. The selected vendor must submit working samples of a minimum of 10 feet of wire and four seals of each color prior to award for testing of tensile strength, flexibility, and compatibility with the AIS program operations. Delivery will occur on an as-needed basis to the Utah Division of Wildlife Resources at 1594 W. North Temple, Suite 2110, Salt Lake City, UT 84116-3154, with orders to be fulfilled within a reasonable timeframe upon DWR contact.
The procurement is structured as an Invitation for Bid (IFB) anticipated to result in a single contract award to the lowest cost responsive and responsible vendor. Vendors must guarantee their pricing for a minimum of two years, with the overall contract term extending for five years. The seals will be primarily utilized in the Lake Powell area to provide visual indicators of decontamination work and to ensure compliance with AIS policy and laws during vessel transit on Utah roads. No information regarding set-asides, incumbent vendors, specific funding amounts, or funding sources is detailed in this scope of work document.

Attachment B – BD27-118 Scope of Work & Specifications Wire and Plastic Seals for AIS Program
Background:
The Utah Department of Natural Resources requires wire and plastic seals for its Aquatic Invasive Species Program. These items provide a proven method of tracking work done by Division of Wildlife Resources (DWR) by giving a visual indicator after being professionally decontaminating potentially infested watercraft from Dreissena mussels. The wire and seal connected from vessel to trailer also provide a tamper free way to ensure a boat is following AIS policy and laws while in transit on Utah roads. The wire and seals will be purchased for the DWR AIS program and primarily used in the Lake Powell area.
On a typical year, we use approximately 100 spools of 1000’ wire and 10,000 seals (within the specifications below). It is likely we will order at least 500 wire spools of 1000’ wire and roughly at least 50,000 seals of orange or dark blue color overall during the length of this contract, but this is highly variable upon the needs of the program from year to year and subject to change. This contract will be awarded for the length of five years.
Scope of Work:
Wire: The wire will be required to be four-ply 30 gauge “braided” galvanized wire, with an approximate outside diameter of 0.9 mm and preferably contained in 500’ or 1000’ spools. A sample of ten feet of wire will be required before award is made to test tensile strength, flexibility, and its ability to work with the seals for the purpose of the AIS program before an award will be made.
Seals: We require the seals to be made of plastic- Styrene, with the ability to have a numbered system and come in dark blue and orange. (DWR will let you know what number to start and end on). The seals must have a way to run wire through a metal locking mechanism which, when activated, must permanently attach the seal to the wire to prevent tampering.
The seals must be somewhere within the size of 25-35mm long and 8-11mm wide. A sample of four seals (of both dark blue and orange color) will be required to test with the wire for the purpose of the AIS program before the final award is made.
Mandatory Minimum Requirement:
Potential Awarded vendor must: Provide a working sample of the wire (minimum 10 feet) and seals (minimum of four seals of each color) prior to the selection of the product. The wire and seals must be sent as soon as the potential awarded vendor is contacted.
Required Delivery Date:
The vendor selected for this award will be contacted for orders by DWR on an as needed basis and expected to provide them within a reasonable timeframe.
Delivery Address:
Utah Division of Wildlife Resources C/O Bruce Johnson 1594 W. North Temple, Ste 2110 Salt Lake City, UT 84116-3154
