About this file
This is a Scope of Work (SOW) attachment for an on-call water resources engineering services contract with Pinal County, Arizona. The SOW establishes minimum specifications and performance requirements for qualified firms to provide water resources engineering services on an as-needed basis countywide. Services encompass planning, studying, and analyzing watersheds and watercourses using both legacy and modern hydrologic and hydraulic engineering methodologies, with expertise required in federal, state, and local statutes and regulations governing drainage, flood control, and floodplain management projects, including compliance with FEMA, USACE, USDA, and other applicable federal and state requirements. The scope includes floodplain delineation studies, Letters of Map Revision (LOMRs), flood investigations, dam and levee evaluations, sediment transport and erosion analysis, flood mitigation studies, regional drainage master planning, watershed planning, environmental assessments, stormwater management services, and flood warning systems.
The contract additionally requires firms to prepare design concept reports, feasibility studies, alternatives analyses, plans, specifications, and cost estimates to support the design of drainage and flood control infrastructure. For federally funded projects, responding firms may be required to comply with Minority and Disadvantaged Business Enterprise (MDBE) practices throughout the contract term. The document does not specify response deadlines, award dates, contract term duration, or renewal options; however, the on-call nature of the engagement indicates an indefinite delivery arrangement whereby services are provided as Pinal County requires them.
