About this file
This document is a Technical Requirements specification for an additional dryer system to be procured for the U.S. Naval Research Laboratory's Variable-Speed Wind Tunnel. The specification details comprehensive requirements for a secondary air dryer system to address current moisture-related operational limitations. Key technical requirements include providing dry air with an atmospheric pressure dew point of at least -95°F, processing 636 SCFM of air, using no more than 20% flow for purge during regeneration, maintaining a 32-hour drying time before regeneration, and fitting within a 6-ft wide, 12-ft long, 12-ft high space.
The document outlines additional specifications for control systems, safety features, and delivery requirements. Control system requirements include minimal operator input, remote access, humidity and failure alarms, pressure and temperature sensors, and two hygrometers for dew point monitoring. Delivery requirements mandate U.S. citizen installation teams, on-site installation at the NRL-DC facility, engineering drawings within 4 weeks of order, on-site commissioning and training, and a minimum 3-year hardware warranty. The specification is part of a federal contract opportunity (Solicitation Number: N0017325Q5623) issued by the Department of the Navy's Office of Naval Research, seeking a commercial item procurement for a new wind tunnel dryer system.

U.S. Naval Research Laboratory Variable-Speed Wind Tunnel
Technical Requirements for an Additional Dryer System to be Procured
April 18, 2025
Background
Initial operations and characterization testing of the new variable-speed wind tunnel by Code 8220 personnel has revealed the current dryer equipment installed does not provide sufficient air drying.
Which has prevented the wind tunnel from achieving full operational performance. The solution to this issue is to incorporate a secondary dryer to the air supply system that removes any remaining moisture left over downstream of the primary compressor dryer. The current system is a low pressure compressor (Atlas-Copco ZR 110 compressor with IMD300 dryer capable of a pressure dew point of -25F) and a high pressure booster (Atlas-Copco DX75 booster).
Code 8220 is seeking to procure a dryer system that fulfils the following requirements:
Equipment Requirements
1. Provides dry air with a moisture content equivalent to an atmospheric pressure dew point of at least -95 F.
2. Can be integrated to the existing air supply system downstream of the low pressure compressor and upstream of the high pressure booster to minimize operating pressure and pipe schedule requirements for connections.
3. Be sized to process at least 636 SCFM of air at the outlet of the low pressure compressor.
4. Use no more than 20% of the flow output of the low pressure compressor for purge during regeneration.
5. Must include an exhaust muffler to reduce noise below 85dBA on purge exhaust.
6. Has a cumulative drying time of at least 32 hours before requiring regeneration to best align with the expected test campaigns to be conducted using the wind tunnel facility (4 days, 8 hours long).
7. Has a regeneration duration time of less than 6 hours to allow monitoring of this process during a regular 8-hour work day.
8. Includes a stainless steel air tank (“wet air tank”) upstream of the dryer to increase the efficiency of the new dryer but also improve low pressure compressor operation.
9. Has the smallest possible volume to provide the best possible fit in the space available for installation (6-ft wide, 12-ft long, 12-ft high). See figure 1 and 2.
10. Includes bypass valves so that dryer system can be isolated from compressed air system.
11. Includes a downstream filter system to ensure no desiccant dust is entrained into high pressure booster.
Control System and Safety Requirements
1. Has a control system requiring minimal operator input that can be accessed remotely from the wind tunnel operation station (minimize facility operator burden).
2. Has a control system that includes alarms for high humidity and failure to shift towers (if two tower system is required).
3. Includes pressure and temperature sensors for monitoring of drying and regeneration processes.
4. Includes two hygrometers for real-time pressure dew point monitoring, one installed downstream of the dryer and another one capable of being installed downstream of the air supply tanks.
Delivery Requirements
1. Engineering drawings, process flow diagrams, and interface control drawings of required power and inlet/outlet piping for system must be delivered as soon as possible or within 4 weeks of receiving the order
2. System must be delivered and installed on-site at the NRL-DC facility. The laboratory will provide power to the system and all piping required (low pressure compressor to wet air tank, wet air tank to new dryer, new dryer to high pressure booster).
3. Installation team must be U.S. citizens. If members of the installation team are dual citizens, NRL must be notified in at least 2 weeks in advance in order to arrange onsite access to the lab premises.
4. On-site commissioning and training services after dryer system installation must be provided.
5. All hardware must have at least a 3-year warranty.
