This is a Scope of Work document for a Request for Sealed Quotes (RFSQ) issued by St. Louis Public Schools (SLPS) in Missouri seeking a comprehensive Virtual Learning Platform for students in grades K-12. SLPS intends to partner with a qualified vendor to deliver a scalable, equitable online learning solution through its Virtual Learning Academy that supports high-quality instructional experiences aligned with Missouri Department of Elementary and Secondary Education (DESE) and Missouri School Improvement Program (MSIP-6) standards. The platform must serve as a strategic instructional tool addressing district priorities including equitable access to learning, increased student engagement and attendance, improved course completion and credit attainment, on-time graduation and dropout prevention, data-driven instructional decision-making, rigorous standards-aligned curriculum, Advanced Placement (AP) course options, and Career and Technical Education (CTE) options. Required capabilities include compatibility with Focus (the district's Learning Management System), standards-aligned coursework across core academic and elective subjects, reliable technical support and onboarding services, integrated assessment and instructional feedback tools, robust parent and guardian communication features, and professional development for district staff and administrators. The vendor must demonstrate success in comparable districts with measurable gains in graduation rates, student persistence, and academic completion.

The selected vendor must implement appropriate administrative, technical, and physical cybersecurity safeguards protecting district data, including role-based access controls, encryption of data at rest and in transit, regular vulnerability scanning, and incident detection procedures. The vendor is required to comply fully with the Family Educational Rights and Privacy Act (FERPA), maintain the confidentiality of all student and staff data, collect only minimum necessary data, and return or securely destroy all district data upon contract expiration. The vendor must notify SLPS within twenty-four hours of any actual or suspected data breach and bear all costs associated with notification, remediation, and corrective actions resulting from data breaches. SLPS reserves the right to monitor compliance and require corrective action plans, with noncompliance potentially resulting in contract disqualification or termination for cause. The proposal submission shall include a detailed implementation timeline, professional learning plan, data-sharing and performance reporting commitments, evidence of measurable student outcomes, and a detailed cost structure specifying base program costs including initial professional development and optional additional costs for Advanced Placement courses, assessment practice tools, and elective offerings.
