About this file
This document is a Solicitation Attachment 9 - Experience and Capacity Response from Appriss Insights, LLC, a part of Equifax Inc., in partnership with Versaterm's SPIDR Tech, for the Arizona Criminal Justice Commission's automated crime victim notification system (CVNS). The proposal responds to House Bill 2482, which requires a partnership between at least two vendors to expand the state's existing victim notification infrastructure. The companies have a combined 60 years of experience in public safety, with Insights currently providing victim notification services in Arizona for over 27 years and serving 47 states, and Versaterm providing technology solutions to over 120 law enforcement agencies across the United States.
The proposed solution involves an end-to-end Crime Victim Notification System that integrates Insights' VINE (Victim Information and Notification Everyday) platform with Versaterm's community engagement technology. In Arizona, the current system serves over 12,200 victims, delivering 22,000 notifications in 2023, with nearly 1,000 service provider searches. The partnership aims to provide a comprehensive notification experience, enabling victims to receive timely information about offender status, access support resources, and engage with the criminal justice process. The proposal includes detailed personnel profiles of key team members, their extensive experience in public safety and victim services, and their proposed roles in implementing and supporting the CVNS project.

Offeror Response:
1.1 At Appriss Insights, LLC (hereinafter “Insights”), a part of Equifax Inc., we enable government agencies and commercial enterprises to save lives, fight crime, prevent fraud, and manage risk with data-driven solutions that are used across the United States to solve some of the toughest safety and risk management challenges.
For almost 30 years, Insights has protected and informed victims and survivors through Victim Information and Notification Everyday (VINE). Founded in 1994, VINE has been keeping American communities safe through the power of information.
VINE is the nation’s leading automated victim notification network. It alerts victims when their offender has been released from jail or moved to another facility. Through VINE, victims have access to immediate notifications about their offender’s status and 24-hour support through its call center.
Available in 47 states and covering nearly 3,000 incarceration facilities, VINE is a life-saving service that offers peace of mind to millions of people every day. The VINE service includes a public platform for victim registrations, VINELink, and an agency administrative portal, VINEWatch.
In 2023, over 5.8 million new victims and survivors of crime received timely and important offender and defendant notifications through VINE. More than 144,000 victims and survivors performed searches to connect to crucial victim services and resources. Over that same timeframe, VINE sent victims and survivors over 21.9 million potentially lifesaving notifications. In addition, the VINE Service Representatives took over 680,000 calls to answer questions and concerns from victims and survivors.
Insights is working alongside SPIDR Tech, a Versaterm Company, to support states with a comprehensive end-to-end criminal justice notification, community engagement, and support services workflow. This Crime Victim Notification System (CVNS) provides a more holistic support experience for those impacted by or involved in the criminal justice process and incorporates early communication during critical points of a victim’s journey. With over 60 years of combined experience in public safety, both Insights and SPIDR Tech have expertise that provides immediate value and relevant solutions to the criminal justice notification process.
Versaterm is a global public safety solutions company helping agencies transform their organizations. Versaterm has been serving the public safety industry for more than 45 years and currently serves more than 600,000 public safety professionals on six continents around the globe.

In Arizona, 19 partner agencies are either using or are currently in the process of deploying part or all the Versaterm Community Engagement Platform. These Arizona agencies include the Tucson PD (which has been using the platform since 2017), Phoenix PD, Gilbert PD, Scottsdale PD, Tempe PD, Chandley PD, Pima County Sheriff’s Department, and Pinal County Sheriff’s Office. These partnerships are a testament to the quality and effectiveness of Versaterm's software, which has been proven to reduce call volumes and enhance overall customer service for public safety agencies.
Versaterm’s SPIDR platform sends over 1 million messages per month to victims of crime. In addition, agencies collecting survey data average over 4.5 out of 5 stars.
In total, Versaterm Public Safety has over 70 partner agencies across Arizona. Versaterm partner agencies across the globe can provide more effective and efficient operations through the use of Versaterm products and solutions. Since the creation of VINE, we have provided a critical notification service to advocacy and criminal justice markets, serving thousands of communities nationwide.
Insights has extensive experience working with government entities and understands their unique challenges and priorities. With over 30 years of experience in the market, we have the necessary expertise to administer a CVNS successfully. Insights specializes in forming successful partnerships with state and federal clients, including solutions supporting entitlement programs and law enforcement. Below is a list of our statewide VINE clients:
Alaska Illinois New Hampshire South Carolina Arkansas Iowa New Jersey Tennessee California Kansas New Mexico Texas Colorado Kentucky New York Utah Connecticut Louisiana North Carolina Vermont Delaware Maryland North Dakota Virginia District of Columbia Michigan Ohio Washington Florida Minnesota Oklahoma West Virginia Georgia Mississippi Oregon Wisconsin Hawaii Missouri Pennsylvania Wyoming Idaho Nevada Rhode Island
2.2 One of the key advantages of partnering with Insights for your CVNS is that we have been providing automated victim notification services in Arizona for more than 27 years. As the current provider of the Arizona Victim Notification system, (AZ VINE), Insights has integrated with Mesa Police Department, Glendale Police Department, Tempe Police Department, Cochise Sheriff Office, Greenlee Sheriff Office, Maricopa Sheriff Office, Navajo Sheriff Office, Santa Cruz Sheriff Office, and Yavapai Sheriff Office. In 2022, together we reached another collaborative milestone by migrating the AZ VINE service to an enhanced platform providing an entirely new and improved experience for victims and survivors of crime- one of self-advocacy and empowerment using an interactive service provider directory of both national, state, and local specific resources. In 2023 AZ VINE had almost 1,000 service providers searches where victims/survivors sought additional services outside of notification.
VINE serves over 12,200 victims and survivors in Arizona. In 2023, the AZ VINE program delivered over 22,000 notifications.
The VINE solution is based on almost 30 years of experience in providing large-scale automated victim notification services. The CVNS staff brings years of knowledge and experience in implementing and supporting large-scale automated victim notification systems for a variety of criminal justice needs.
2.3 VINE is America’s leading victim notification network, empowering victims and concerned citizens with timely and reliable information regarding offender custody status in over 45 states. Annually, VINE users conduct over 130 million offender searches, complete over 5.5 million registrations, and receive over 21 million critical notifications. In Arizona, VINE serves over 12,200 victims and survivors. In 2023, the Arizona VINE program delivered over 22,000 critical notifications, and victims and survivors seeking additional services performed nearly 1,000 service provider searches.
Nationally, Versaterm’s SPIDR Tech is used by over 120 law enforcement agencies to reduce workloads and increase communication with communities and concerned parties. Versaterm Public Safety serves around 13,000 first responders in Arizona. The agencies Versaterm serves vary in size, ranging from 11 sworn officers in smaller agencies to the Phoenix Police Department, which has over 3,000 sworn officers. Through VINE, we serve more than 600,000 sworn responders, including agencies with as few as a handful of responders to as many as 20,000 in a single agency.
