Pocono Mountain East Transportation Building Alterations - Project Manual Summary

This is a comprehensive project manual for the Pocono Mountain School District's Pocono Mountain East Transportation Building Alterations project, prepared by Breslin Architects, located in Swiftwater, Monroe County, Pennsylvania. The project encompasses alterations work of approximately 9,750 square feet including selective demolition, miscellaneous concrete work, masonry repairs, thermal and moisture protection, door and hardware installations, and finishes across multiple trades. The work is divided into four separate prime contracts: General Construction, HVAC Construction, Plumbing Construction, and Electrical Construction. Bid documents are available beginning March 9, 2026, through the PennBid electronic bidding platform at no cost. A mandatory pre-bid conference is scheduled for March 12, 2026, at 10:00 AM at the School District Administration Office with site tours immediately following. Sealed electronic bids must be submitted no later than 2:00 PM on April 7, 2026, via PennBid. The construction schedule establishes Notice to Proceed on May 4, 2026, with on-site construction beginning June 8, 2026, and Substantial Completion targeted for August 14, 2026, with Final Completion by August 31, 2026.

All proposals must be accompanied by a bid bond from an acceptable surety company or a certified check equal to 10 percent of the total Base Bid amount, with bid security remaining valid for 60 days following the bid opening. The project requires compliance with Pennsylvania Prevailing Wage Act regulations with prevailing minimum wage determinations applicable throughout construction. Contractors must obtain multiple background clearances including Pennsylvania State Police criminal record checks, arrest/conviction reports, child abuse history certifications, and Act 153 federal criminal background verification prior to site access. The project is subject to OSHA compliance, Pennsylvania Uniform Construction Code requirements, and various accessibility standards. Unit prices and quantity allowances are specified for potential variations in rock excavation, asphalt paving, painting, concrete work, and mechanical, plumbing, and electrical materials. Liquidated damages are established at $1,000 per calendar day for failure to achieve Substantial Completion on schedule and $100 per day for final completion delays. The Owner maintains the right to award separate contracts to other parties and will provide construction observation through an Owner's Representative.
