About this file
This is an addendum issued by the California Department of Transportation (Caltrans), Division of Procurement and Contracts, that updates the procurement schedule for Request for Qualifications (RFQ) Notice Number 59A1421 for A&E On-Call Structure Construction Engineering and Inspection Services in District 59. The addendum corrects two critical dates from the original RFQ notice dated June 22, 2026: the Statement of Qualifications (SOQ) submittal due date has been extended from June 22, 2026 to July 22, 2026, and the interview date has been postponed from August 6, 2026 to August 11, 2026. All other terms and conditions of the original RFQ remain unchanged. The services encompass structure construction inspection, contract administration, change order preparation, field testing, submittals review, quality control, and final documentation for bridge construction, maintenance, rehabilitation, and widening projects across fourteen counties in California's District 3 South and District 10 North. The contract is structured as a three-year on-call agreement with an estimated value of $8.964 million to $14.566 million.
The contract includes a 10.0% fee for profit with escalation rates of 1.71% for the partial first year (July 22, 2026 through July 31, 2027) and 3.42% annually thereafter. Firms must comply with federal and state prevailing wage rates and the updated U.S. Department of Transportation Disadvantaged Business Enterprise (DBE) program interim final rule effective October 3, 2025. Prime consultants and subconsultants are required to disclose whether they intend to utilize generative artificial intelligence for deliverables that materially impact state system functionality, risk, or contract performance, in accordance with Executive Order N-12-23. The Consultant Contract Manager must possess a minimum of five years of responsible experience leading A&E firm teams for similar services and ten years of documented experience in structure construction inspection services. Negotiations with the top-ranked firm are scheduled to occur by teleconference during the week of September 15, 2026, with completion targeted for September 25, 2026. The contract does not guarantee the issuance of any work.
