About this file
The document is a Request for Proposals (RFP) issued by the City of Norwalk, Connecticut, specifically the Purchasing Department, for Construction Management Services for Norwalk Fire Station 4. The project involves expanding Fire Station 4 to accommodate a second fire company, increasing the total firefighters from sixteen to thirty-two. The RFP seeks a Construction Management (CM) firm to provide comprehensive services from pre-construction through project completion, with a planned project timeline from October 2025 to June 2027. The proposed renovation includes a 30' x 55' one-story addition behind the existing apparatus bay, replacement of windows and roof, installation of solar panels, and creation of new spaces including officer quarters, firefighter bunkrooms, lounge, kitchen, fitness area, and support facilities. The electronic submission deadline is October 14, 2025, at 2:00 PM, with a non-mandatory pre-proposal walkthrough scheduled for September 29, 2025.
The total project budget is $4 million, with $3,200,000 allocated for construction costs and $800,000 for soft costs and contingencies. The CM will be responsible for cost estimation, value engineering, constructability reviews, bidding, contract management, and project oversight. The selection process will evaluate proposals based on qualifications (20%), overall proposal impression (20%), additional considerations like safety track record and change order management (20%), and cost proposal (40%). Proposing firms must provide detailed staffing plans, demonstrate experience with similar projects, and comply with local and state regulations including prevailing wage requirements and equal employment opportunity guidelines. The City reserves the right to reject any proposals and will select the firm that best meets their needs, not necessarily the lowest-cost bidder.
