About this file
This Invitation for Bid (IFB) document, issued by the Texas Office of the Attorney General, solicits bids from qualified vendors for police protection body armor and carriers for fiscal year 2026. The procurement seeks concealable body armor products meeting specified protection standards and performance requirements. The IFB establishes the framework for vendor participation, including submission requirements, evaluation criteria, and contract terms. Bidders must submit sealed bids by the specified deadline, with responses addressing product specifications, compliance certifications, delivery capabilities, and pricing for the requested quantities. The contract award will be made to the lowest responsive and responsible bidder meeting all mandatory requirements and technical specifications outlined in the solicitation documents.
The procurement establishes pricing terms based on submitted bid amounts for the body armor and carrier systems, with evaluation focusing on cost competitiveness alongside compliance with protection standards and quality requirements. The IFB does not indicate specific set-asides for small business or minority-owned vendors, though Texas procurement regulations may apply such preferences. No incumbent vendor information is disclosed in the available documentation. Funding for this acquisition derives from the Office of the Attorney General's operational budget allocated for law enforcement equipment and protective gear. The contract terms and any renewal options are contingent upon vendor performance, budget availability, and continued operational requirements for body armor within the state's law enforcement agencies.

9. Veteran Heroes United in Business (VetHUB) Statement The Office of the Attorney General of Texas (OAG) is committed to promoting equal opportunity in state contracting and encouraging participation by certified Service-Disabled Veteran-Owned Businesses registered in the State of Texas Vendor HUB Directory (VetHUB) in compliance with Tex.
Gov’t Code §§ 2161.001–.253 and 34 Tex. Admin. Code §§ 20.281-20.285 (as amended by the Texas Comptroller’s final emergency rules effective December 2, 2025). Respondents are strongly encouraged to make a good-faith effort to utilize certified VetHUB vendors in the performance of any resulting contract.
State of Texas VetHUB Certification Application Forms are located at:
https://www.comptroller.texas.gov/purchasing/vendor/hub/forms.php.
Please ensure that the potential VetHUB subcontractor’s status is “A” (Active).
The OAG is relying upon the Respondent’s expertise to fully identify subcontracting opportunities that best align with their organization and this IFB. Respondents who intend to subcontract are responsible for identifying all areas that will be subcontracted. In accordance with 34 Tex. Admin.
Code § 20.282, a subcontractor is defined as an entity that contracts with a prime contractor to work or contribute toward completing work for a governmental entity.
Respondents must complete and return a VetHUB Subcontracting Plan (VetHUB HSP) with its Response to be considered responsive. If the Response does not include a completed VetHUB HSP, the Response shall be rejected as a material failure to comply with advertised specifications. All prime vendors (VetHUB or Non-VetHUB) are required to comply.
Additionally, the Contractor must update the VetHUB HSP during the course of the Contract should any changes occur. Helpful resources regarding the VetHUB HSP include:
The VetHUB Subcontracting Plan on the Texas Comptroller of Public Accounts website guides the Respondent through the various fields and assists them in completing the HSB correctly:
https://www.comptroller.texas.gov/purchasing/vendor/hub/forms.php.
The Centralized Master Bidders List – VetHUB Directory Search allows Respondents to search for certified VetHUB vendors by NIGP class and item:
https://mycpa.cpa.state.tx.us/tpasscmblsearch/index.jsp.
NIGP codes can be found in the NIGP Commodity Book:
https://www.comptroller.texas.gov/purchasing/nigp/.
As a condition for payment and to document compliance with the VetHUB HSP, the Contractor must include the Prime Contractor Progress Assessment Report (PAR) with each invoice submitted. At the same time, the PAR must be submitted to the OAG HUB Coordinator at texashubs@oag.texas.gov (See 34 Tex. Admin. Code § 20.285(g)). All VetHUB and non-VetHUB subcontractors must be listed on the PAR, whether payment is issued to the subcontractors or not.
