About this file

The City of Scottsdale has issued a Request for Information (RFI) for a Portable, Hand-Held Near Infrared (NIR) Device for Illicit Controlled Substance Testing (Solicitation No. 26RFI031). The Scottsdale Police Department is seeking manufacturers of hand-held NIR devices capable of detecting controlled substances, with specific requirements including analysis in the 900-1700 nanometer wavelength range, 10-nanometer resolution, encrypted analysis capabilities, and results generated in less than three minutes. Responses are due by 2:00 P.M. local time on December 4, 2025, with questions due by 10:00 A.M. local time on November 26, 2025. The city seeks a device that allows minimal handling of substances, provides accurate identification of tested substances, and has ISO 17025 standards validation.

The RFI process is informal and may lead to a future Request for Proposal. Manufacturers are asked to provide detailed product information, including narrative descriptions, marketing materials, and website links. Respondents should also provide an estimated price range for their products. The testing will occur in the Scottsdale Police Department Forensic Services Division, with a minimum 60-day evaluation period. The supplier must provide a NIR device for evaluation at no cost, with no guarantee of purchase. All responses will become public records, and respondents are advised not to include proprietary or confidential information. The department currently uses Raman Spectroscopy for controlled substance testing and is exploring NIR technology after observing its use in New Zealand, Australia, and the United Kingdom.

SECTION 1 - INTRODUCTION

A. BACKGROUND

The Scottsdale Police department currently uses Raman Spectroscopy to perform testing for controlled substances by police officers and identify potential officer safety issues when handling controlled substances, for example, fentanyl.

New Zealand, Australia, and the United Kingdom are currently using portable, hand-held Near Infrared, (NIR) devices for quick analyses in the field by police officers to identify illicit controlled substances and help ensure officer safety. The Scottsdale Police department would like to determine the feasibility of using a portable NIR device to perform testing for controlled substances by police officers. However, the illicit controlled substances common in the United States may differ significantly from those found in other areas of the world and may have different mixtures of controlled and uncontrolled substances, known as cutting agents. In fact, variations in controlled substances and their cutting agents occur in different regions within the United States.

This Request for Information is to identify manufacturers of portable NIR devices so they can be tested for feasibility of accurate identification of controlled substances currently impounded by the Scottsdale Police Department.

SECTION 2 – REQUEST FOR INFORMATION

A. REQUEST FOR INFORMATION/SCOPE OF WORK

The Scottsdale Police Department is requesting information from manufacturers or suppliers of hand-held portable Near Infrared, (NIR), devices capable of detecting illicit chemicals, controlled by Federal and state statutes. The device should provide analysis in the 900-1700 nanometer wavelength range (Near Infrared), with a 10-nanometer resolution and encrypted analysis capabilities with results of testing generated in a short time frame, less than two to three minutes. The device should allow for testing to occur with minimal handling of the controlled substances to prevent exposure to hazardous materials. The device must have the capability of providing results to the user correctly identifying the majority of substances tested. Devices determined for testing should have previous validation and quality assurance testing to ISO 17025 standards.

The testing will take place in the Scottsdale Police Department Forensic Services Division by trained controlled substances analysts. The testing period should allow for a minimum of 60 days for evaluation of feasibility and ease of use.

The supplier must be willing to provide a NIR device to the Scottsdale Police Department for evaluation without purchase of the device. The device will be returned to the manufacturer at the termination of the testing period. There is no guarantee of purchase of the device. Any future purchases would be contingent upon determination during the testing period of suitability of the device to meet the department’s needs.
