About this file
This is Amendment No. 1 to Request for Proposals No. 26P0053WB issued by the University of Alaska Procurement & Contract Services for the procurement of a SOLAS-approved and U.S. Coast Guard-approved Fast Rescue Boat (FRB). The amendment, dated April 1, 2026, provides critical clarifications to the original RFP issued on March 20, 2026. The University of Alaska Southeast Ketchikan Campus seeks a fully compliant vessel equipped with required propulsion, equipment, accessories, documentation, and technical materials to support maritime training operations. Offerors must acknowledge the amendment by signing and returning it prior to the proposal submittal deadline or by indicating acknowledgment on the proposal cover sheet.
The amendment establishes mandatory requirements that supersede the original RFP where applicable. Proposals must feature a vessel that is currently SOLAS- and U.S. Coast Guard-certified as a Fast Rescue Boat at the time of submission; vessels with pending, provisional, or approval-to-proceed status will be deemed non-responsive. The FRB manufacturer must obtain an EZ Loader trailer guaranteed to work with the selected vessel and include it in the contract deliverables. Offerors may submit only one proposal and may not submit multiple bids for different models. While an Alaska Business License is not required to submit a proposal, it is mandatory to qualify for Alaska bidder preference. The SOLAS Approved Certificate for the specific vessel must be provided with the proposal as required documentation.

The following questions and answers pertain to Request for Proposals No. 26P0053WB for University of Alaska (UA) SOLAS/U.S.C.G. Approved Fast Rescue Boat, issued on
March 20, 2026. The information contained in this amendment supersedes the information listed in the original Request for Proposals where applicable.
A. QUESTIONS AND ANSWERS
1.1. QUESTION: What do you mean by EZ loader trailer? We typically supply the boat with a standard boat cradle.
ANSWER: We require an EZ Loader trailer that works with the FRB. Since we do not know which boat will be selected by the committee, we want the FRB manufacturer to obtain an EZ Loader trailer that they know will and can guarantee will work with their FRB. Here is a link to EZ Loader for manufacturers to select a trailer, and if awarded the contract, acquire the appropriate EZ Loader trailer for inclusion in the contract. https://ezloader.com/
1.2. QUESTION: We would like to offer a vessel manufactured by our manufacturer.
Our proposed solution features a high-quality marine-grade aluminum hull designed for the demanding environments of Southeast Alaska. We have reviewed the mandatory requirements and are confident that this vessel meets and exceeds the specifications for a SOLAS and U.S.C.G. approved Fast Rescue Boat, including the required self-righting capabilities and capacity.
Could you please confirm that a proposal featuring an aluminum hull is acceptable under the current technical specifications?
https://ezloader.com/
ANSWER: The vessel must be SOLAS approved and the manufacturer must supply the SOLAS certificate for the vessel per the RFP packet requirements for documentation. We will not consider a vessel that the manufacturer is confident will meet SOLAS requirements: The vessel must be SOLAS approved and come with the
SOLAS Approved Certificate for that specific vessel.
1.3. QUESTION: Does the boat need to be a "Fast Rescue", or will a Rescue boat suffice?
ANSWER: The boat must be a SOLAS- and U.S. Coast Guard–approved Fast Rescue
Boat (FRB). Proposals offering a non-FRB rescue boat that is not certified as a Fast
Rescue Boat under SOLAS and USCG standards will be considered non-responsive.
1.4. QUESTION: Can we submit multiple bids, a bid for each of our models that may suit your needs?
ANSWER: Offerors may submit one proposal only in response to this solicitation.
Multiple, alternate, or conditional proposals - including proposals for different models
- are not permitted and may be rejected as non-responsive.
1.5. QUESTION: Can the design have an approval to proceed from the USCG but not be currently certified to Fast Rescue?
ANSWER: The proposed vessel must be currently SOLAS- and U.S. Coast Guard– approved as a Fast Rescue Boat at the time of proposal submission. Vessels with pending, provisional, or “approval to proceed” status that are not fully certified as
FRBs will be considered non-responsive.
1.6. QUESTION: Is an Alaska Business License required to submit a proposal, and is it required to receive Alaska bidder preference?
ANSWER: Offerors are not required to hold an Alaska Business License in order to submit a proposal. However, an active Alaska Business License is required to qualify as an Alaska bidder and to receive Alaska bidder preference, as described in Sections
U and V of the RFP.
Offerors without an Alaska Business License at the proposal submission deadline may still submit a proposal but will not receive Alaska bidder preference and must obtain a valid Alaska Business License prior to contract award if selected.
All other terms, conditions, and specifications of the original Request for Proposals remain unchanged.
