The solicitation requests a single unit delivery to the Crede Operations Complex at 3300 Pennsylvania Avenue, Charleston, West Virginia 25302. Bids must be submitted by 10:00 a.m. on Thursday, December 18, 2025, either through the Bonfire portal or via sealed submission to the Purchasing Office. The County will not hold a pre-bid meeting, though vendors may submit written questions by December 5, 2025, at 8:00 a.m. Vendors must acknowledge receipt of all addenda and comply with all mandatory specifications identified by the words "must," "will," and "shall" throughout the solicitation to avoid bid disqualification.

The contract specifies the vehicle shall be painted white (cab and box) and black (chassis) with a 20-foot aluminum dry freight box featuring a roll-up rear door, tailgate with 3,300-pound lift capacity, walk ramp, LED lighting, and e-track cargo control. Vendors must include the Cummins B6.7 240 HP engine, Allison 2100 HS automatic transmission, and various other manufacturer specifications to establish the acceptable quality level. Pricing is firm for the contract term, and the County will award the contract to the lowest responsible bidder meeting all specifications. Delivery must occur within the timeframe specified on the pricing page following receipt of a purchase order, with liquidated damages assessed at 2 percent of contract total for each day beyond the completion deadline. The vendor must accept the County's Purchasing Card for payment, submit a Purchasing Affidavit confirming no debt over $1,000 to the state, and may claim a five-percent resident vendor preference if qualified under West Virginia requirements.
