About this file
This is a Scope of Service document for the Dayton Public Schools printing and bulk mailing services contract (26-009). The Innovative Academies of Dayton Public Schools seeks a vendor to provide comprehensive general printing services, including standard materials such as envelopes with logos, business cards, and promotional items; education-specific materials including student handbooks; and large format printing such as posters, banners, and yard signs. The vendor must demonstrate capability to print in multiple formats with various paper weights and finishes and provide finishing services including folding, cutting, binding, laminating, collating, and packaging. Additionally, the vendor must provide full-service bulk mailing support compliant with USPS regulations across multiple mail classes, including First-Class Mail, USPS Marketing Mail, nonprofit rates where applicable, and Bound Printed Matter. Services must include mail preparation functions such as sorting, Intelligent Mail Barcode application, automated envelope inserting, and postage metering or permit imprint capabilities with complete USPS documentation and drop-off services.
The vendor must comply with strict data security and confidentiality requirements given the sensitive nature of student and personnel records, including FERPA compliance, secure encrypted file transfer protocols, secure production facilities, executed confidentiality agreements, secure disposal of sensitive materials, and cyber liability insurance. Specific turnaround time expectations are established based on job type and size, with both standard and rush availability options. No specific pricing information, contract term duration, renewal options, set-asides, or funding sources are detailed in this scope of service excerpt. The document does not specify response deadlines, bidders' conferences, or award dates.
