About this file
This document is a Preliminary Scope of Work for the City of Dallas, specifically Dallas Water Utilities (DWU), seeking engineering consulting services for major maintenance and design of water distribution facilities. The project involves preparing a comprehensive assessment and plan for upgrading 30 potable water pump stations with approximately 150 pumps, 23 water storage tanks, and associated infrastructure. The primary objectives include increasing pumping capacity, improving system reliability, and addressing regulatory requirements, with a budget constraint of $40 to $45 million.
The scope encompasses two priority initiatives: 1) Sorcey Pump Station upgrades to increase pumping capacity and meet growing customer city demands, including hydraulic analysis and electrical improvements, and 2) valve and electrical improvements at multiple facilities involving replacements, drainage enhancements, protective coatings, surge mitigation, and electrical system upgrades. The consultant will be responsible for investigation, preliminary and final design, construction documents, bid phase services, construction administration, and start-up assistance. The project will build upon the 2021 Water Delivery Comprehensive System Assessment and coordinate with the upcoming DWU Security Master Plan, with a focus on prioritizing improvements to ensure critical infrastructure needs are addressed within the available funding.

CITY OF DALLAS
DALLAS WATER UTILITIES
SORCEY PUMP STATION AND DISTRIBUTION FACILITIES MAJOR
MAINTENANCE DESIGN
CONTRACT 26-001 E
PRELIMINARY SCOPE OF WORK
OVERVIEW:
The City of Dallas (City), through Dallas Water Utilities (DWU), is requesting Statements of Qualifications (SOQs) from Consulting Engineering firms to provide engineering services required to prepare an assessment and comprehensive plan for major maintenance of Dallas Water Utilities Department (DWU) owned distribution facilities, including pump stations and elevated water storage tanks.
The consultant shall perform an investigation, study, or site assessment of DWU’s pump stations identified in Attachment A. The Engineer shall investigate each item, evaluate alternatives, and provide recommendations for improvements that align with DWU’s operational goals and long-term planning. In addition to the general assessment, the consultant shall specifically address the following two priority initiatives:
• Sorcey Customer City Pump Improvements:
Design upgrades to increase pumping capacity to meet growing demands in the customers’ cities and to comply with regulatory requirements. Scope includes hydraulic analysis, pump sizing, and associated electrical improvements.
• Valve and electrical improvements at Various facilities:
Evaluate and design improvements at multiple pump stations, including valve replacements, drainage enhancements, protective coatings, surge mitigation, actuator upgrades, HVAC modifications, and intake improvements. Electrical improvements include new motor control centers (MCCs), lighting panels, transformers, switchboards, and valve and actuators replacements.
PROJECT BACKGROUND AND OBJECTIVE:
Dallas Water Utilities (DWU) owns and operates an extensive water delivery system that provides drinking water and fire flow protection to approximately 2.5 million people, including the City of Dallas, DFW International Airport, and 23 nearby customer cities.
Preliminary Scope of Work Page 2 of 4 October 2025
DWU’s water delivery infrastructure includes:
• 30 potable water pump stations housing approximately 150 pumps ranging from 5 hp to 3,500 hp with a combined pumping capacity of approximately 3 billion gallons per day.
• 23 water storage tanks, including 10 elevated and 13 ground storage tanks, which provide critical storage capacity and pressure stabilization across the system.
• 101 pressure reducing valves (PRVs) and over 5,000 miles of water mains that support the distribution network.
As these facilities and equipment age, and as system demands increase, DWU must continue to modernize and upgrade its infrastructure to meet regulatory requirements, improve operational efficiency, and ensure long-term system reliability. This project will provide engineering services for the investigation, preliminary design, final design, construction documents, bid phase services, construction administration, and start-up of improvements to DWU’s water delivery facilities, including pump stations and elevated water storage tanks.
Attachment A includes a list of major maintenance and improvement items identified across DWU’s water delivery infrastructure. These items are categorized as follows:
1. Pump Station Equipment Evaluation, Replacement, and/or Repair
2. Elevated Storage Tank Coating Assessments.
3. Electrical System Improvements
4. SCADA/PLC and Instrumentation Upgrades
5. Site Security and Access Enhancements
The Engineer shall investigate each item, evaluate alternatives, and provide recommendations for improvements that align with DWU’s operational goals and long-term planning.
The consultant shall build upon previous reports and design information included in the 2021 Water Delivery Comprehensive System Assessment and Update (WDCSAU, Carollo, 2021).
Additionally, the consultant shall coordinate with upcoming recommendations from the DWU Security Master Plan.

SCOPE OF WORK:
1. Sorcey Pump Station
Design upgrades to increase pumping capacity to meet growing demands in the customers’ cities and to comply with regulatory requirements. Scope includes hydraulic analysis, pump sizing, and associated electrical improvements.
2. Existing Pump Station Assessment
Attachment A identifies needs at different pump stations. The selected consultant shall create detailed documentation of the existing system to serve as a foundation for necessary upgrades and enhancements.
3. Design Report
Technical Memoranda (TMs) shall be consolidated into a single Design Report, which will serve as the 30% design submittal. The report shall include an executive summary (not exceeding four pages), an introduction, and individual chapters for each TM. As part of this report, the design team shall oversee a ranking and prioritization of project needs to align with a $40 to $45 million budget constraint. This prioritization shall consider all major components, including yard valve replacements at the Beltwood facility (designed by others), and will guide the selection and phasing of improvements to ensure the most critical elements are addressed with the available funding.
4. Plans and Specifications
Provide detailed plans and specifications based on the accepted recommendations of the Design Report above. Prepare detailed construction plans and specifications which comply with applicable Federal, State and local regulations and DWU's Standards. The plans shall also incorporate the design of yard valve replacements at the Beltwood facility, as prepared by others, ensuring proper integration and coordination with the overall project scope.
5. Services During Construction
Provide construction phase services throughout the duration of the project. These services shall include, but are not limited to, attending progress meetings, reviewing contractor submittals, responding to Requests for Information (RFIs), and reviewing proposed change order requests. The consultant shall coordinate closely with DWU staff and the construction contractor to ensure that the design intent is maintained and that any issues arising during construction are addressed promptly and effectively.

6. Start-up, Training and Operations Assistance
a. A recommended maintenance program for all types of equipment.
b. As-built drawings.
c. Provide proper documentation of all enhancements or modifications of the existing SCADA network, including screen design drawings, reports, signal lists, and an explanation of the scope and scheme of the changes.
d. Assist in the execution of the start-up procedure.
