Pricing Sheet for 2027-2028 Pennsylvania Intercity Bus Program

This pricing sheet is a proposer response attachment for the 2027-2028 Pennsylvania Intercity Bus Program administered by the Susquehanna Regional Transportation Authority (SRTA) in Pennsylvania. The document requests detailed pricing information for intercity bus service operators proposing to provide service on 11 priority routes and any additional intercity bus services. The priority routes include Pittsburgh-Harrisburg, Pittsburgh-State College, Williamsport-Easton, Pittsburgh-Erie, State College-Wilkes-Barre, Williamsport-Philadelphia, Pittsburgh-Bradford, Williamsport-South York, Philadelphia-Scranton, Harrisburg-Scranton, and Harrisburg-Reading-Philadelphia. Applicants must complete pricing data for each route or service proposed, indicating whether they propose changes to routing or designated stops for priority routes. The solicitation offers a maximum total program allocation of $5,950,000 for the 2027-2028 contract period, representing the maximum funding available and not a guarantee of full award or expenditure.

Applicants must submit operating costs, route-generated revenue, and fee-for-service amounts in dollars per revenue mile to two decimal places, along with corresponding annual figures as whole-dollar amounts. The Fee for Service is calculated using the public formula: Operating Cost per Revenue Mile minus Route-Generated Revenue per Revenue Mile. Proposers must provide detailed justifications and explanations for all proposed pricing, including principal assumptions supporting operating costs and route-generated revenues, major cost and revenue components, and material assumptions affecting the proposed fee for service. All pricing figures must originate from the applicant, and supporting documentation may be submitted separately in accordance with solicitation and PennBid submission requirements. Applicants must certify that submitted pricing information is complete and accurate and that the authorized representative is authorized to submit the pricing sheet on behalf of the organization.

Pricing Sheet

2027–2028 Pennsylvania Intercity Bus Program — Pricing Sheet
Proposer response attachment for Section 6.1.7 — Operating Cost, Route-Generated Revenue, and Fee for Service
How to complete this Pricing Sheet
This Pricing Sheet will be used to capture all pricing information for the routes and services the Applicant proposes to provide under this solicitation. Applicants shall complete the Pricing Sheet to reflect pricing data for each route or service they propose to serve, including any priority corridor and any additional intercity bus service proposed by the Applicant.
Complete the first 11 rows for any priority routes you propose to serve. You may propose a priority route with or without changes to routing or stops.
You may also propose other ICB routes or services. In the shaded Proposed ICB Services area, enter the actual proposed corridor or service name in the Route / Proposed Service column and complete all applicable fields.
For priority routes, select Yes or No in the Proposed Changes? column. Select Yes if you are proposing any change, addition, deletion, or alternative to the routing or designated stops; otherwise select No.
Enter Operating Cost, Route-Generated Revenue, and Fee for Service as dollars per revenue mile, to two decimal places. Enter the annual figures associated with the proposed service as whole-dollar amounts.
The Fee for Service amount shall reflect the public formula: Operating Cost per Revenue Mile minus Route-Generated Revenue per Revenue Mile.
Use the Routing / Stop Changes or Proposed Service Description column to identify any proposed priority-route changes or to describe the proposed service for an additional route.
The Justification / Explanation column is required for each proposed row. Explain the principal assumptions supporting the proposed operating cost and route-generated revenue, including the major cost and revenue components and any material assumptions that affect the proposed Fee for Service. The explanation should be specific enough for SRTA to understand how the submitted amounts were developed.
Annual figures are provided for evaluation, budgeting, and program-planning purposes. They must be consistent with the proposed service and pricing information. Annual figures do not independently affect the numerical Price Proposal score.
Submit one completed Pricing Sheet containing all proposed routes and services. Applicants should not submit a separate Pricing Sheet for each route. All pricing figures must originate from the Applicant; the Pricing Sheet does not calculate or validate the Applicant’s math. Supporting documentation may be submitted separately where permitted by the solicitation and PennBid submission requirements; it does not need to be embedded in this Pricing Sheet.
