20260910 - ICB Operators RFP DRAFT

Request for Proposals Overview Susquehanna Regional Transportation Authority (SRTA), in consultation with the Pennsylvania Department of Transportation (PennDOT) Bureau of Public Transportation (BPT), announces the availability of funding for intercity bus services and invites bids from qualified intercity bus service providers. The total program allocation available for services under this solicitation is $5,950,000 for the 2027–2028 contract period. This represents the maximum funding available for services awarded through this procurement and does not constitute a guarantee that the full amount will be awarded or expended.

The Pennsylvania Intercity Bus Program is intended to support a reliable, accessible, and connected intercity bus network that links rural and small urban communities with larger population centers and the broader regional and national transportation network. Consistent with federal Section 5311(f) objectives, the Commonwealth seeks services that provide meaningful connections, address intercity transportation needs, and strengthen the overall intercity bus network.

Based on current program priorities and identified transportation needs, SRTA has identified the following intercity bus corridors as priorities for this procurement:

1. Pittsburgh–Harrisburg*

2. Pittsburgh–State College*

3. Williamsport–Easton*

4. Pittsburgh–Erie*

5. State College–Wilkes-Barre*

6. Williamsport–Philadelphia*

7. Pittsburgh–Bradford*

8. Williamsport–South York*

9. Philadelphia-Scranton*

10. Harrisburg-Scranton*

11. Harrisburg-Reading-Philadelphia

* Existing 5311(f) Subsidized Route

The Harrisburg–Reading–Philadelphia corridor represents a planned expansion of the Pennsylvania Intercity Bus Program and is included as a required service corridor under this procurement. This application packet consists of general instructions, submission forms, and a checklist of Federal Transit Administration (FTA)-required certifications and assurances for providers of intercity bus service.

Applicants should complete all submission forms concisely and completely. These forms are intended to help applicants describe the transit services they currently provide as well as details of the proposed service, applicant management ability, and ability to comply with federal and state requirements.

Federal Transit Administration Guidance and National Program Objectives FTA program guidance for the rural intercity bus program is provided in FTA Circular 9040.1F (49 U.S.C.

5311 – Formula Grants for Other Than Urbanized Areas), Chapter VIII, Intercity Bus. The circular defines intercity bus service as “regularly scheduled bus service for the general public operating with limited stops over fixed routes connecting two or more urban areas not in close proximity, which has the capacity for transporting baggage carried by passengers, and which makes meaningful connections with scheduled intercity bus service to more distant points, if such service is available.” Package express service may also be included, if incidental to passenger transportation.

Services must be designed to provide meaningful connections with the national intercity bus network, including service to connecting points at times when passengers may make convenient connections.

Services must be scheduled fixed-route services open to the public.

In general, federal policy does not regulate intercity bus transportation in terms of entry (i.e., which carriers can serve which routes), exit (i.e., whether a carrier can abandon a route), or rates (i.e., the federal government does not oversee rates). Federal policy does provide financial assistance, through 49 U.S.C.

5311(f), for intercity bus service to, from, or in rural areas, but federal regulation is limited to ensuring that carriers are financially responsible and meet applicable federal safety standards.

The National Program Objectives as prescribed by FTA are as follows:

• To support meaningful connections between nonurbanized areas and the regional or national system of intercity bus service;

• To support services to meet the intercity needs of residents in nonurbanized areas; and

• To support the infrastructure of the intercity bus network through planning, marketing assistance, and capital investment in facilities and equipment.

Pennsylvania's Intercity Bus Program is designed to advance these objectives through a coordinated statewide network of reliable, accessible, and convenient intercity bus services. In implementing the program, SRTA and PennDOT seek to support meaningful connections between rural and small urban communities, larger population centers, and regional and national transportation networks. Proposals should demonstrate how the proposed service will contribute to the effectiveness, connectivity, and accessibility of the overall intercity bus network while meeting applicable federal and state requirements.

Pennsylvania Program Emphasis In support of the National Program Objectives, the Commonwealth of Pennsylvania's Section 5311(f) program is aligned with federal guidance and is intended to support intercity bus services that address the transportation needs of rural and small urban communities and provide meaningful connections to larger population centers and the regional and national transportation network.

PennDOT, through SRTA's administration of the Pennsylvania Intercity Bus Program, seeks to maintain and strengthen a reliable, accessible, efficient, and connected statewide intercity bus network. SRTA administers this solicitation and the resulting contracts on behalf of PennDOT, subject to PennDOT concurrence and applicable Commonwealth, federal, and program requirements.

Pennsylvania's emphasis for this solicitation includes the following:

• Reliable and convenient service. Services should provide reliable, year-round intercity bus service consistent with the approved route, schedule, and service requirements. Proposers should demonstrate the operational capacity, staffing, equipment, maintenance practices, and contingency planning necessary to provide consistent service.

• Meaningful network connectivity. Services must provide meaningful connections with the regional and national intercity bus network and should facilitate convenient connections with other transportation modes, including local and regional public transportation, Amtrak, airports, and other intermodal facilities where appropriate.

• Local transit coordination. Successful providers will be expected to establish, cultivate, and maintain productive working relationships with local transit authorities serving communities in which an intercity bus stop is located or whose service area encompasses an intercity bus stop.

Providers should coordinate, as appropriate, schedules, passenger information, transfers, service changes, and other activities that support effective connections between intercity bus and local transportation services.

• Accessible and customer-focused service. Services should be accessible to the general public and provide a consistent, safe, clean, comfortable, and professional passenger experience. Proposers should demonstrate how vehicles, facilities, personnel, customer communications, ticketing, technology, and customer-service practices will support these objectives.

• Fleet quality and condition. Vehicles used to provide subsidized service must meet applicable federal and state requirements and SRTA's minimum standards for safety, accessibility, age, condition, cleanliness, reliability, and passenger amenities. The Commonwealth seeks to support a high-quality intercity bus service that reflects the expectations of contemporary travelers.

• Efficient use of public funds. SRTA will seek proposals that provide the required level of service at a reasonable and sustainable cost. Proposers should demonstrate efficient operating practices and provide transparent information regarding proposed operating costs. Fee for Service per revenue mile will be an important consideration in evaluating the financial efficiency and affordability of proposed services.

• Performance accountability. Services funded through the program will be subject to ongoing performance monitoring and accountability. SRTA will evaluate service delivery using quantitative and qualitative information, which may include scheduled and actual revenue miles, trip completion, missed or cancelled trips, on-time performance, ridership, customer service, vehicle condition, connectivity, reporting, and other information relevant to service performance and program administration.

• Continuous improvement. The Commonwealth expects service providers to respond to identified performance issues and work collaboratively with SRTA to improve service delivery. Historical participation in the Pennsylvania Intercity Bus Program does not, by itself, establish a presumption of continued funding or future contract award.

The Commonwealth will not subsidize redundant intercity bus services where an existing unsubsidized service adequately serves the proposed market, unless otherwise determined to be in the public interest or necessary to achieve the objectives of the Pennsylvania Intercity Bus Program.

The Commonwealth requires that all services provided under this program offer users a meaningful connection with the national intercity bus network, including interline (joint) ticketing and service connections that are reflected in public timetables where such connections are available and applicable.

Providers must also actively market funded services to the public and include specific marketing strategies in their proposals.

Please obtain the full specification by sending visiting PennBid.net All materials, questions, addenda, and submissions will be addressed via the PennBid.net platform.

Due:

2:00 PM Eastern Time, November 30, 2026

The Authority reserves the right to postpone, accept or reject any and all proposals and to waive any informality in the RFP process as the Authority deems in any of its own best interest. Proposals received after the specified closing time will be considered late proposals and will not be evaluated for award. Misdirected submittals will not be accepted.
