About this file

This is a pricing form and submission template for the Susquehanna Regional Transportation Authority (SRTA), doing business as rabbittransit, a paratransit subcontractor opportunity in Pennsylvania. The contract involves the supply of all labor, supervision, miscellaneous supplies, insurance, and maintenance to operate paratransit vehicles in the SRTA Shared Ride Program across Adams, Columbia, Cumberland, Dauphin, Franklin, Harrisburg City, Montour, Northumberland, Perry, Snyder, Union, and York Counties. Proposers must complete four worksheets within the Excel pricing form, including a project pricing form, references, past projects, and notes sections. All submissions must be printed, signed, and returned as both the original Excel file and scanned PDF copies. The contract term spans five years, with firm fixed rates required for the first two years and estimated rates for years three through five.

Pricing must be all-inclusive and cover all labor, supervision, and supplies necessary to perform contracted services. Proposers are expected to base pricing on an assumption of 2,800 driver hours per month during the initial contract period, with additional hourly rates assessed for hours exceeding 3,500 monthly hours. A monthly fixed fee of $2,800 applies, with variable costs calculated based on actual usage beyond the initial threshold. All quoted rates must be guaranteed for 120 days following the proposal due date. Invoices will be paid 45 days after receipt, with disputed invoices settled 10 days after resolution while the contractor continues service. Proposers must not alter any formulas or portions of the workbook and must not copy or modify the provided Excel file, as such discovery will render the proposal non-responsive. All costs incurred by proposers in developing their proposals are the sole responsibility of the proposers and will not be reimbursed by SRTA.
